This must be submitted as part of the proposal. Additionally, if a Bid Bond is presented in the form of a Cashier's Check, the amount must equal 5% of the maximum contract amount. Bond Requirements Post Award, Prior to Work Commencement A Performance Bond and Payment Bond; or 20% cash escrow; or 25% irrevocable letter of credit will be required for the amount of the contract, IF THE CONTRACT AMOUNT IS $50,000.00 OR OVER-due at the contract signing, not due with proposal Contract Award, Start Date and End Date A contract shall be awarded to the responsible firm whose proposal is responsive and whose qualifications, price and other factors receive the highest score in accordance with the evaluation/selection criteria set forth in this RFP and is in the best interests of the SHA. The SHA Board of Commissioners must approve any contracts at or exceeding $50,000.00. Davis-Bacon and/or State Prevailing Wage Attention is called to the fact that this is a Davis Bacon Related Acts and/or State Prevailing Wage project, Sangamon County wage report recent version 04/18/2025 are attached (wages are to include fringe benefits amount if benefits are not provided) Trade Titles for this work is: Elevator Mechanic, Building Carpenter, Building Painter, Building Electrician(subcontractor Johnson Controls), Building Plumber, Building Iron Worker. For more information about how DBRA applies to this contract, see the 15d13 Supply and Installation Contracts Section in the Department of Labor FOH Handbook and subcontractors are subject to prevailing wage requirements for this project:. SHA Reservation of Rights 1) The SHA may, at its sole and absolute discretion, reject any and all, or parts of any and all submissions; re-advertise this RFP; postpone or cancel, at any time, this RFP process; or waive any irregularities in this RFP or in proposals received as a result of this RFP. Also, the criteria and process whereby submissions are evaluated, the decision as to who shall receive a contract award, or whether or not an award shall ever be made as a result of this RFP, shall be at the sole and absolute discretion of the SHA. The SHA reserves the right to reject and not consider any proposal that does not meet the requirements of this RFP, including but not necessarily limited to incomplete proposals and/or proposals offering alternate or non-requested services. The Springfield Housing Authority (SHA) is soliciting proposals from qualified individuals or contractors to provide complete Design and Build Services for lobby, common areas, and kitchenette. The design-build (DB) contractor shall provide all labor, materials, equipment and supervision for the Common Area Upgrades in Bonansinga Hi-Rise located at 825 W Jefferson, Springfield, Illinois. As part of the SHA's capital improvements to the property, the SHA is seeking to renovate the first-floor common areas to minimally include the following work items: Cosmetic upgrades to common/public restrooms (i.e. fixtures, painting, lighting, etc.); Common area kitchenette upgrades (cabinets, sink, countertops, lighting, painting, etc.); Remove existing windows and replace with Energy Star rated windows. If proposal includes removing existing floor to ceiling windows, architectural drawings and/or schematics must be submitted with proposal; Removal of existing window shades and valances and replacement of same; Replacement of existing floor heaters; Replacement of exterior doors; Flooring upgrades throughout all common areas; Painting throughout all common areas; Energy efficient lighting upgrades throughout all common areas; Upgrades to existing computer desk area outside of the Management Associate office
