Rubbish & Recycling Removal & Disposal. for the 12-month period (FY26) July 1, 2025 through June 30, 2026, with a 12- month renewal option for each of the two succeeding fiscal years (FY27 - July 1, 2026 through June 30, 2027 and FY28 - July 1, 2027 through June 30, 2028) All bids must be submitted in a sealed envelope, addressed to the Facilities Department, 275 Old Lancaster Road, Massachusetts 01776, and marked "Rubbish & Recyclables Removal & Disposal Bid". Each bid for the 12-month period July 1, 2025 through June 30, 2026, shall include submittal of a tax attestation form required by the Commonwealth, a certification of non-collusion, and a certification of insurance coverage in accordance with the Specifications. Bidders shall also submit bids for each of the FY27 and the FY28 year optional contract renewal periods. Said bids are to be utilized by the Town, in its sole discretion, for exercising its right to renew for each of the contract renewal periods. Failure to submit bids for the optional renewal periods shall result in disqualification of the bid. LANDFILL USE: The landfill is closed and, therefore, commercial access cannot be granted. FORM OF BID: Bids for the initial 12-month period (FY26) and for each of the two renewal 12-month option periods, Fiscal 27 and Fiscal 28, shall be calculated on a monthly basis based on 4.33 weeks per month for rubbish removal and disposal and on a per month basis for recyclables removal and disposal; all bids shall be inclusive of all transportation, labor and materials. Labor costs are to be calculated utilizing the attached schedule of prevailing wages. A cost per pickup shall be stated to allow for correct billing in the event of variations in pickup needs throughout the contract period. Pickups will be requested for school locations during the summer months on a call basis from July 1 to September 1, and billed accordingly. For bidding purposes, bidder shall state the per pickup cost figured on the whole year for the Schools. Pickups will be requested for other Park and Recreation locations seasonally on a call basis. These locations are not included in the bid form; however, the billing cost shall be based on the quantity and frequency of pickup at similar locations as stated in the bid. Currently there are three locations. No additional charges shall ensue for the delivery of additional dumpster(s) to a site, nor for the removal of a dumpster from an existing location, nor for transport to another location of an existing dumpster throughout the duration of the contract. Note: The Invitation for Bid and Specifications, Bid Forms, and the Rubbish & Recyclables Collection & Disposal Agreement are complementary and shall be considered by the bidder as a whole. For purposes of this bid, the term "Town" refers collectively to the Town of Sudbury and the Sudbury Public Schools. Award, if any, will be made to the lowest responsible and responsive bidder, based upon ability to perform, previous history, references and established ability to meet the needs of the Town, who offers the best service at the lowest price. It is expected that a contract will be executed by the successful bidder and the Town Manager as soon as possible thereafter with work commencing on July 1, 2025. The Town reserves the right to reject any and all bids, wholly or in part, and to accept any bid or part thereof deemed to be in the best interest of the Town.
