Site work and paving for a transportation facility in Hibbing, Minnesota. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.

As of August 18, 2025, the project was awarded to Mesabi Bituminous, with an awarded amount of $616,087.50. The project scope consists of the following construction elements: *Bituminous Milling *Bituminous Paving *Drainage Replacement *Erosion Control / Restoration The Notice to Proceed is anticipated to be issued in August 2025 or May 2026. Bid Proposals shall be submitted on forms furnished for that purpose. The schedule of minimum wages as established by the Secretary of Labor and set forth in the specifications is to govern onthis project, and bids shall be based on these established minimum wage rates. In accordance with Minnesota law, overtime must be paid for work in excess of 8 hours per day or 40 hours per week. The bidder/offerer certifies, by submissionof this proposal or acceptance of this contract, that neither it nor its principals is presently debarred, suspended, proposedfor debarment, declared ineligible, or voluntarily excluded from participation in thistransaction by a Federal department or agency. It further agrees by submitting this proposal that it will include this clause without modification in all lower tier transactions, solicitations, proposals, contracts andsubcontracts. Where thebidder/offerer/contractor or any lower tier participant is unable to certify this statement, it shall attach an explanation to this solicitation/proposal. Notice of Requirements for Affirmative Action to Ensure Equal Employment Opportunity - State of Minnesota Requirements: The offerer's or bidder's attention is called to the "equal opportunity clause" set forth herein. The goals and timetables for minority and female participation, expressed in percentage terms for the contractor's aggregate workforce in each trade on all construction work in the Covered Area as follows: Goalsfor minority participation in each trade, 1.0%, goals for female participation in eachtrade, 6.9%. These goals are applicable to all contractors' construction work performed in the Covered Area. The contractor's compliance with Minnesota Statutes, section 473.144 and part 5000.3520 shall be based on its implementation of the equal opportunity clause, specific affirmative action obligations required by part 5000.3540, and its efforts to meetthe goals established for the geographical area where the contract resulting from this solicitation is to be performed. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade, and the contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from contractor to contractor or from projectto project for the sole purpose of meeting the contractor's goals shall be a violation of the contract, Minnesota Statutes, section 473.144 and part 5000.3520. Compliancewith the goals will be measured against thetotal work hours performed. As used in this notice, and in the contractresulting from this solicitation, the "Covered Area" is St Louis County, Minnesota. The bid of the lowest responsible bidder, provided said low bidder has made a good faith effort to meet the DBE contract goalwill be accepted on or before the expiration of 60 days after the date of the opening of bids. In the event that the Authority deems it in its best interest to delay the award of the contract (i.e. if the federal funding for theproject is delayed) the 60 day time period may be extended for up to one year if mutually agreed upon by both the bidder and the Authority.
