The RRA, through this Request for Proposal (RFP), is seeking Architectural/Engineering (A/E) services for the Reconstruction of 2.5 Miles of the Mesabi Trail - Buhl to Kinney. No Pre-Bid Conference Available Only the names of the Responders will be read aloud. Proposals shall remain valid for Ninety (90) consecutive calendar days from the date opened. Question Deadline 06/12/2025 The County will not provide verbal clarifications or interpretations of Contract Documents at the request of Responder. Any request for such clarification shall be in writing addressed to: St. Louis County Purchasing Division, located at the AP Cook Building on 2503 Rice Lake Road, Duluth, MN 55811 and/or Purchasing@stlouiscountymn.gov. To be given consideration, a request for term clarification must be received at least seven (7) business days prior to the date fixed for the opening of proposals. Responders are encouraged to promptly notify the Purchasing Division, in writing, of any apparent major inconsistencies, problems, or ambiguities in this Request for Proposal. As of September 23, 2025, per owner project awarded. Project in design, construction expected in 2026. Contract negotiations will be conducted with the selected firm(s) and recommended to the RRA Board for approval. In the event a satisfactory agreement cannot be reached with the selected firm, negotiations will be conducted with a subsequent Responder until a satisfactory contract can be established and recommended to the RRA Board for approval. SCOPE OF WORK 45. Proposals shall include subbase corrections, storm culvert replacement as needed, new design of 0.3 miles of trail alongside Whiteside Road with correction for ADA accessibility, improved drainage at the Ziegler Cat crossing, and refresh of the parking lot located on Hwy 25. 46. See attached Exhibit A for further details. 47. Any products and services that were not specifically addressed here but are necessary to provide functional capabilities by the A/E, are considered included within this request. 48. Please specify and outline any additional cost items that may be required over the course of this project, which have not been listed for clarity and transparency for this Project. Notice to Proceed July 14, 2025 Contract Completion Fall 2026 Successful Respondent agrees to perform the services described in this Contract during the period commencing July 14, 2025 and terminating December 30, 2026, except as may be extended in accordance with the Contract Documents. The method of Contractor Selection has not been Determined at this time.
