The scope of work includes all solar engineering, permitting, supply and installation of equipment, including, without limitation, modules, racking, inverters, conductors, conduit/protection, tie-in to the electrical service of the facilities, integration of the new solar electric meter(s), any further onsite electrical infrastructure/upgrades and interconnection efforts that may be required to furnish a fully functional system. Respondents are encouraged to submit under two costs proposal structures described as Option 1 and Option 2. Option 1 represents the direct purchase of the solar array from the Respondent. Option 2 represents the Township entering a power purchase agreement with the Respondent. Interested Respondents may examine or obtain a copy of the Request for Proposals during normal working hours at the Springfield Township Municipal Building, 1510 Paper Mill Road, Wyndmoor, PA 19038 or by contacting the Township Manager's Office, 215-836-7600. Question Deadline 06/20/2025 Requests for Information will be accepted through and shall be directed to Michael Stahly, Wilson Engineering Services, mstahly@wilsonengineeringservices.com. A certified check or bank draft, payable to the order of the Township of Springfield, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total bid amount shall be submitted with each Bid. The successful Bidder will be required to furnish and pay for Satisfactory Performance and Payment Bond and Labor and Materialmen's Bond, each in an amount of 100% of the contract amount. A Certificate of Insurance showing proof of Workers Compensation Coverage shall be submitted. Respondents shall be prepared to comply with prevailing state wage rates and the Public Works Employment Verification Act. The Township of Springfield reserves the right to reject any or all bids, and to make such an award as appears most advantageous to the Township.
