Award: IMCO General Construction for $48,779,160.34 The improvement consists of: Project includes environmental cleanup of two Model Toxics Control Act sites and construction of park facilities on the finished cleanup sites. The cleanup sites sit adjacent to each other on Bellingham Bay and include in-situ solidification of on-site waste, grading of the nearshore, grading of the uplands, installation of an upland capping system, gas collection system, nearshore armoring park utilities, trails, parking facilities and plantings. The in-water portion of the site includes installation of armoring in the nearshore, sediment capping in-water, use of non-ground-penetrating coffer dams, and eelgrass mitigation. All proposals must be on the Bid Proposal form provided by the City of Bellingham and must be accompanied by a certified check, cashier's check, cash, money order or bid bond payable to the Finance Director in an amount equal to or exceeding five percent (5%) of the total bid. No other form of bid security is acceptable. A one hundred percent (100%) payment and performance contract bond will be required; provided that for projects of thirty-five thousand dollars ($35,000) or less, at the contractor's option, retainage of fifty percent (50%) will be held until releasable under RCW 39.08.010 in lieu of a payment and performance contract bond. The right is reserved to postpone making the award for a reasonable length of time, to reject any and all bids, or to waive irregularities not affecting substantial rights.
