The IT-based design and build work to be performed by the CONSULTANT consists of reviewing the designs specified in the finalized "Traffic Coordination System System-Engineering" document included with the RFP and perform the work according to the specifications within the RFP. This project will create a near real-time dashboard that integrates live and historical transportation system performance data from Clark County and the Washington State Department of Transportation (WSDOT). The dashboard will combine multiple data streams--such as traffic signal timing, vehicle detection, emergency vehicle preemption, and count station data--into a centralized interface. Key data sources include WSDOT NG feeds, Clark County/WSDOT ATMS.now data (including SPaT and BSM), Opticom preemption software, and Wavetronix count stations. The system will feature agency-specific login options and customizable views to suit the needs of different users. It will automate the detection of abnormal traffic conditions and notify operations engineers in real-time, enabling quicker responses to congestion, incidents, or operational issues. This automation will replace the current manual process of compiling and comparing reports from multiple sources, improving response times and overall network efficiency. Build a polling server which will collate a minimum number of data streams and Launch a cloud-based Azure data lake in partnership with Clark County IT Support Teams (not completed as of the authorship of this document) With the collated data, build customizable Dashboards which can Be customizable per viewer Have manageable access to allow partners in and out of Clark County to access the dashboards Provide as close to real-time data as possible Dashboards with multiple analysis tools and views available based on feedback from the traffic engineers. Schedule of work expected to be around a maximum of 16 Months, starting no earlier than August 2025 and ending around 12/31/2026, with the actual time associated with this work determined directly with the consultant selected. The major features of the project are as follows: Development software tools Clark County reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with the project. The project will be funded primarily with a WSDOT federal grant and must meet WSDOT Chapter 1050 ITS Guidelines, federal EEO requirements and has an assigned DBE agreement goal of 16%.
