The Port of Morrow may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all bids upon a finding of the Port that it is in the public interest to do so. Volunteered alternate bids will be evaluated by the Owner and may be the basis for award of a contract. The bidder must be registered with the Construction Contractors Board. Work consists of, but may not be limited to, the following estimated unit cost quantities. Work consists of: Supply and Deliver to site Materials only per specifications. This Project is anticipated to be funded by the United States Environmental Protection Agency (EPA)'s Water Infrastructure Finance and Innovation Act (WIFIA). As such, all work on this Project is subject to the Federal American Iron and Steel (AIS) requirements, as well as all other WIFIA requirements, except for the Build America, Buy America Act, for which Owner has obtained a waiver. Materials specified to be incorporated into this Project shall meet the AIS requirement of P.L. 113-76, Consolidated Appropriations Act, 2014. The Contractor awarded the Project shall adhere to all requirements stated within the Specifications and other WIFIA requirements. Each bid form shall include specific acknowledgment, in the space provided, of bidder's understanding of the WIFIA funding requirements. Failure to acknowledge so may result in the bid being rejected as not responsive. This is a PORT OF MORROW Public Works Project. Bidders must be as specified in Section 00120.00 of the Special Provisions for this Project. This project is subject to ORS 279C.800 to 279C.870 (BOLI Prevailing Wage Rates). A Bid Bond in the amount of 5% of the bid amount is required with the proposal. A bidder shall submit or post a surety bond, irrevocable letter of credit issued by an insured institution as defined in ORS 706.008 (Additional definitions for Bank Act), or cashier's check or certified check for all bids as bid security. Performance and Payment Bonds in the amount of the contract bid amount will be required of the successful bidder. Public Works Bond is required for all Contractors and Sub-Contractors performing on site labor. The PORT OF MORROW will award the contract within thirty (30) calendar days of the bid opening. Contractor shall include an estimated start date with the Bid Schedule. The contractor shall complete all work required in the contract by February 1, 2025. The Contractor shall provide an email address, a mailing address and phone number when plans are requested. The PORT OF MORROW is an equal opportunity employer. The Owner may make such investigations as he deems necessary to determine the ability of the bidder to perform the work, and the bidder shall furnish to the Owner all such information and date for this purpose as the Owner may request. The Owner reserves the right to reject, any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the Owner that such bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein. Conditional bids will not be accepted.
