Executive Summary The Town of Colonial Beach is issuing this Invitation to Bid (IFB) to select a contractor to design, supply, and install playground equipment at Tax Map Lot #3A4 1 94--a currently vacant, partially wooded parcel located at the corner of Azalea and Stratford Roads in Colonial Beach, Virginia. The rectangular lot borders private residential properties on its remaining two sides. (GIS Map Attachment A) As part of the Town's Parks and Recreation Master Planning process, a need for additional recreational amenities in this area was identified. Community engagement efforts confirmed strong neighborhood support for the addition of a playground at this location. The finalized park concept embraces a maritime theme, centered around a prominent pirate ship play structure. This theme draws inspiration from the town's coastal identity, the local school mascot--Pete the Pirate--and the Colonial Beach Drifters athletic teams. The pirate ship is designed for children aged 5-12 and is intended to serve as a standout feature that attracts children from across the community. The play structure offers multiple ways to engage, including vertical planks, climbing nets, and cleats for boarding. Once aboard, children can navigate various features across and below deck, including slides and interactive play elements. These components are designed to encourage physical activity, build strength and coordination, and support cognitive and social-emotional development. Interactive elements such as cannons, a ship's wheel, and binoculars foster imaginative and tactile play, offering hours of engaging recreation for local families.
