SCWA is soliciting proposals for water resources planning and management services to prepare its 2025 UWMP pursuant to California Water Code 10610 - 10656 and 10608, and consistent with the forthcoming State of California Department of Water Resources 2025 UWMP Guidebook. The successful consultant will have: Proven experience in the development of an UWMP and knowledge and understanding of the following and any other applicable contemporaneous regulations: The State of California's Urban Water Management Planning Act. The Water Conservation Act of 2009 and compliance reporting. The Sustainable Ground Water Management Act (SGMA) of 2014 including provision of status updates. The Seismic Risk Assessment Bill (SB 664) of 2015. The California Water Code (CWC) 10631 of 2017 on water loss audits and CWC 10632 of 2019 on Water Shortage Contingency Plans (WSCP). The Water Conservation and Drought Planning Bills (AB 1668, SB 606) of 2018. Any other water conservation laws, rules or regulations including what may change or be added moving forward. Knowledge and understanding of the State Department of Water Resources' UWMP related methodologies. Resources to complete project within the time frame set forth by SCWA. Internal staff with knowledge of current water resources planning efforts ongoing in Sacramento County (and Zone 41 in particular). Question Submission Deadline: June 20, 2025, 4:00pm
