INTRODUCTION The East Bay Regional Park District (Park District) manages approximately 127,000 acres of parkland in Alameda and Contra Costa counties. The Park District is issuing this Request for Statement of Qualifications (RFQ) to identify firms that can provide support to the Stewardship Department in various areas related to natural resources, geomorphology and hydrology, environmental remediation, rangeland monitoring and management, and other relevant disciplines (see Section II. Scope of Services). The Park District will select qualified firms through an open and competitive process to develop an on-call list of pre-approved consultants. The Park District intends to establish a three-year contract with the option to extend the term an additional two years with selected firms. The contract value is subject to the Park District's discretion and may vary among selected firms. As needs arise, the Park District will solicit project-level scopes from individual firms selected from the on-call list. Selection as an on-call consultant does not guarantee work under the resulting contract. SCOPE OF SERVICES The scope of services encompasses a range of resource monitoring and management tasks, as described below. Firms may submit a proposal for a single specialty or propose technical services across a broad range of topics. Firms are not required to be proficient in all the services described in this RFQ and will only be evaluated on the specific technical services identified in their submission. More than one firm may be selected for each of the individual services listed below. In your Statement of Qualifications (SOQ), please identify the services you intend to provide from the following list. 1. Geomorphology & Hydrology: Creek and coastal restoration and enhancement projects, monitoring, design, and support. Provide technical support for other projects aimed at addressing stream erosion, bank stabilization, and other improvements to stream function. 2. Wildlife Studies: Design, set up, and/or maintain camera stations, auditory loggers, and monitoring devices (e.g., bat acoustic monitors) for wildlife studies. Analyze and interpret collected data and summarize findings in reports and/or presentations. Other related services may include focused wildlife surveys, habitat evaluations, and permitting. 3. Vegetation Studies: Conduct focused botanical surveys, habitat evaluations, and vegetation mapping, as well as provide technical guidance on the management of Park District vegetation resources. 4. Pest Management: Conduct surveillance and sampling for pests; develop risk assessments, best management practices and treatment recommendations for pathogens, invasive weed species, and insects, including but not limited to invasive shot hole and other borers, Sudden Oak Death, soil pathogens, and Early Detection Rapid Response (EDRR) weed species. 5. Habitat Restoration: Design, implement, and/or monitor habitat restoration and enhancement projects, which may include conceptual to 100% design documents and mapping, as well as the monitoring and control of non-native plants. 6. Data Management and Analysis: Organizing and managing large datasets and relational databases; querying datasets using R or SQL. Run queries and analyses in ArcGIS. 7. Environmental Remediation: Evaluate the extent of contamination, including spills from former underground storage tanks or prior manufacturing activities, conducting groundwater and soil testing, and recommending work plans to local agencies. Conduct inspections and reporting. 8. Stormwater Management: Assist with managing road and development runoff, including on-site treatment options, erosion and sediment control, and redirection of excessive flows. Conduct inspections and SWPP oversight. 9. Rangeland Monitoring and Management: Mapping, monitoring, and guidance for rangeland management. 10. Access Permit Application Review: Review and identify potential risks to sensitive natural resources (vegetation, wildlife, wetlands, etc.) associated with activities conducted by outside entities related to easement and encroachment applications. Provide avoidance and minimization measures (AMMs), appropriate mitigation, and other conditions of approval. Questions/Answers Posted online July 18, 2025. Any RFQ addenda will be posted online at least five days before the SOQ deadline. It is the applicant's responsibility to check online for any addenda. Park District Board of Directors Review of Staff Recommendation Estimated October 2025 Issuance of this RFQ does not commit the Park District to award an agreement or to pay any costs incurred in the preparation of a proposal or any response to this RFQ. The Park District reserves the right to reject any or all SOQs, whether or not minimum qualifications are met, and to modify, postpone, or cancel the RFQ without liability, obligation, or commitment to any party, firm, or organization. The Park District reserves the right to request, receive, and evaluate supplemental information and clarifications during its evaluation of proposals, and the Park District will conduct this process in a fair and impartial manner. In addition, the Park District reserves the right to waive any minor irregularities, informalities, or oversights at its sole discretion. The term "minor" as used herein means any consultant or Park District irregularities or oversights that do not materially affect or alter the intent and purpose of this RFQ and is not in violation of any State of California rules, laws, and regulations that may apply. SOQs may be rejected and not considered for this RFQ for any of the following reasons: SOQ was received after the designated time and date. SOQ does not contain the required elements or is not organized in the required format. SOQ is not fully responsive to this RFQ. SOQ contains inaccurate information, or excess or extraneous material not called for in the RFQ. The method of Contractor Selection has not been Determined at this time.
