Site work and paving for a bridge / tunnel in Hohenwald, Tennessee. Completed plans call for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

Lewis County is accepting bids for the construction of a 110'-0" single span concrete bridge (60-degree skew) on Sickler Road over Buffalo River. The work for which bids are to be submitted consists of furnishing all labor and materials, and performing all work required for the construction of a bridge on Sickler Road over Buffalo River, as described herein ,and as specified in the plans. Lewis County reserves the right to reject any and/or all proposals, to waive technicalities or informalities, and to accept any proposals deemed to be in the best interest of Lewis County. No bid shall be valid unless signed. No bid shall be accepted by FAX machine. All bidders must have a current Tennessee Contractor's License. Contractors must demonstrate compliance with Tennessee Code Annotated, Title 62, Chapter 6, Paragraph 119 by providing evidence of a license in the appropriate classification before your bid can be considered. The failure of any bidder to comply with all of the provisions of TCA 62-6-119 shall disqualify such bid. All bidders shall include the license number, expiration date thereof, and license classification of the bidding contractor and sub-contractor on the outside of the envelope containing the bid; otherwise, the bid shall not be opened or considered. No award of any contract will be made to any firm or individual that is currently debarred by the State of Tennessee or the Federal Highway Administration. (B) If the above information is not shown on the outside of the envelope, the bid will not be opened but returned unopened to the bidder. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope and addressed as specified above. (C) The Owner will consider informal any bid not prepared as outlined above, and such bids will not be opened. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or postponement thereof. Any bid received after the scheduled time for opening bids shall not be considered. No bidder may withdraw his bid within sixty (60) days after the actual date of the bid opening. (A) Each bidder must submit his bid on the forms furnished herein. Bid forms shall not be detached from the Contract Documents Book. All blank spaces in the Bid Forms must be filled in (in ink) where indicated for each item. Unit prices must be written in both numerals and words. Words, unless obviously incorrect, will govern in case of conflict between words and numerals. (B) No qualifying statements or letters will be considered. Totals read at the Bid Opening will not be considered correct and no award will be made until unit prices, extensions, and totals have been checked. Each Proposal must be accompanied by a Bid Bond from a Surety Company acceptable to the Owner on the form contained herein, or on a form provided by the Surety Company; or a certified check, or a cashier's check made payable to the Owner, for not less than five (5%) percent of the amount of the bid. Checks will be returned to all except the three low bidders within ten (10) days after opening of the bids and the remaining checks will be returned promptly after the Owner and accepted bidder have executed the contract. If no award has been made within sixty (60) days after the bid opening, the checks will be returned to the three low bidders, upon demand, at any time thereafter. Question Deadline 06/17/2025 Request for interpretations shall be made in writing addressed to Collier Engineering Company, Inc., 2949 Nolensville Pike, Nashville, TN 37211, and must be received at least five (5) days prior to the date scheduled for opening of bids. The CONTRACTOR shall furnish separate payment and performance bonds to the COUNTY in the forms attached hereto as Sections 012 and 013. Each bond shall set forth a penal sum in an amount not less than the Contract Price. Each bond furnished by the CONTRACTOR shall incorporate by reference the terms of this Contract as fully as though they were set forth verbatim in such bonds. In the event the Contract Price is adjusted by Change Orders executed by the CONTRACTOR, the penal sum of both the performance bond and the payment bond shall be deemed adjusted by like amount. The performance and payment bonds furnished by the CONTRACTOR shall be in a form suitable to the COUNTY and shall be executed by a surety, or sureties, licensed to do business in Tennessee and reasonably acceptable to the COUNTY. Bonds shall be accompanied by a power of attorney indicating that the person executing the bond is doing so on behalf of the surety. The power of attorney shall have been conferred upon the attorneyin-fact prior to the date of the bond. The power of attorney shall show the date of appointment of the attorney-in-fact and that the appointment and powers have not been revoked and remain in effect. If the Surety for any Bond furnished by the CONTRACTOR is declared a bankrupt or becomes insolvent or its right to do business is terminated in any state where any part of the Project is located or it ceases to meet the requirements of this Paragraph 27, the CONTRACTOR shall within five (5) days thereafter substitute another Bond and Surety, both of which shall be acceptable to the COUNTY. (A) The CONTRACTOR shall commence the performance of this Contract ("Commencement of Work Date") within ten (10) calendar days after the date of issuance to the CONTRACTOR of a Notice to Proceed by the COUNTY or the ENGINEER, however, in no event shall the Notice to Proceed be issued or performance commence prior to the Effective Date of this Contract as hereafter set out. Once timely commenced, the CONTRACTOR shall diligently continue its performance to and until final completion of the Project. The CONTRACTOR shall accomplish Substantial Completion of the Project within one hundred eighty (180) calendar days after the date that the Notice to Proceed isissued. The CONTRACTOR shall accomplish Final Completion of the Project within fifteen (15) calendar days after the date that Substantial Completion is accomplished. (B) The term "Substantial Completion" as used herein shall mean that point at which, as certified in writing by the ENGINEER, the Project is at a level of completion in strict compliance with this Contract such that the COUNTY or its designee can enjoy beneficial use or occupancy and can use or operate it in all respectsfor itsintended purpose. Partial use or occupancy of the Projectshall not result in the Project being deemed substantially complete and such partial use or occupancy shall not be evidence of Substantial Completion. The term "Final Completion" as used herein shall mean that point at which, as certified in writing by the ENGINEER, that the Project is 100% complete and in conformance with the Contract. (C) Guarantees and equipment warranties required by this Contract shall commence on the date of Substantial Completion; (D) The COUNTY will suffer financial loss, in addition to any increased costs of completion of the Project, if the Project is not Substantially Complete within the time period set forth in Subparagraph 9(A). The CONTRACTOR and Contractor's Surety shall be liable for and shall pay to the COUNTY asliquidated damages to compensate for the losses and damages suffered by any delay, and not as penalty, the sum of Five Hundred Dollars ($500.00) for each calendar day of delay until the Project is Substantially Complete. Such liquidated damages do not include any additional costs of this Project caused by delay (such as additional costs of construction, additional architect or engineer fees or other liquidated costs) and the CONTRACTOR, in addition to liquidated damages for the cost of delay itself, shall be liable to the COUNTY forsame. The CONTRACTOR agreesthat the Contract time and the amount established by this Paragraph for liquidated damages are reasonable and are in addition to all other remedies available to the COUNTY;
