The City is seeking a responsible vendor to provide water meters according to the terms, conditions, and specifications of this solicitation. All qualified bidders are invited to respond to this Invitation for Bids ("IFB") by submitting a bid consistent with the terms, conditions, and specifications stated herein. The Contractor shall provide cold water meters 5/8" x 3/4" through 8". Meters will be furnished with registers that must have direct read and AMI capability. Registers must have the ability to generate analytic data to readily assist the City with predictive meter maintenance, water loss, comparative consumption across any group or subgroup of meters, consumptive water use across any utility defined classification of water meters by total gallons, gallons per minute and percent use in accordance with all terms, conditions and specifications of this solicitation. All meters must be constructed in accordance with the American Water Works Association (AWWA) latest revision. All meters 1.5" and larger shall be ultrasonic, the City will not accept compound meters. All bids must specify the brand of meter they will provide and must consistently provide only the brand specified for the life of the contract. Meters shall be delivered FOB destination and delivered to 3151 Hollister Avenue, Norfolk, VA 23504. All costs related to shipping and delivery shall be included in bid pricing. Direct contact with City staff, representatives, and/or agents other than the Issuing Office staff on the subject of this IFB or any subject related to this IFB is expressly prohibited except with the prior knowledge and permission of the Purchasing Agent. The award of a contract(s) shall be at the sole discretion of the City. Award(s) will be made to the lowest bidder(s) that is responsible whose bid complies with all of the provisions of the IFB, provided that the amount does not exceed the amount of funds available to finance the contract. In the event that a responsive bid from the lowest responsible bidder exceeds available funds, the Purchasing Agent may negotiate the amount of the bid with the apparent low bidder to obtain a contract price within available funds. Prior to the award of a contract resulting from this solicitation, bidders are prohibited from contacting City staff other than the Office of the Purchasing Agent. The City reserves the right to accept or reject any or all bids in whole or in part and to waive informalities. Bidders shall submit bids, in accordance with the IFB requirements and maintain compliance with all federal, state and local laws and regulations. The contents of the bid of the selected Bidder(s) will be incorporated and made a part of any City contractual obligation when the award(s) is made.
