Site work for a civil project in Norfolk, Virginia. Completed plans call for site work for a water / sewer project.
The project replaces drain pumps and associated piping systems, along with reconfiguring associated suction and discharge piping throughout the pumpwell. The project replaces pump assemblies, gate valves, check valves and valve operators (actuators), motors, yokes, bearings and shafts. Also, the project replaces, and repairs floor drains and associated floor drainage piping system along with screens and chamber gratings. The project will provide concrete and steel structural repairs including replacement of maintenance platforms and grating systems, repair of horizontal and vertical cracks and spalling, filling the existing (abandon) north/south flooding tunnels (culverts) and associated flood pits. The project also replaces the restrooms sewage pump station, toilet, sink, urinal, installs a shower and provides restroom lighting along with painting of the restroom. Also, the project will replace the pump system's electrical circuit breakers and electrical starters along with required supporting electrical upgrades. The project will provide a SCADA (Supervisory Control and Data Acquisition) system along with spare pull strings and provides testing of this system. Also, the project replaces the ventilation system with a climate control HVAC (Heating Ventilation Air Conditioning) system. The project will also provide temporary scaffolding and will install temporary cofferdams (temporary water barriers) and cover plates where appropriate to keep water from entering into the pumpwell area from the adjacent Elizabeth River, while the pump systems components are being replaced. Additionally, the project will replace handrails, guardrails and kick plates and must meet OSHA requirements. The work shall include alignment and testing, which will include visual and operational tests of both the new pump systems and all other associated components. Hazardous abatement work shall include testing, identification, containment, removal, handling and disposal of asbestos containing materials (ACM) debris, lead paint, heavy metals along with other controlled substances materials or wastes generated from the project's associated demo and replacement requirements. During repair, this project must provide temporary bypass pumping capability with alarm systems to control drydock flooding until the new pump systems have been installed, tested and become fully operational. Also, the project will provide temporary power in support of the temporary bypass pumping systems. Additionally, this project includes facility related Cybersecurity features in accordance with current Department of Defense (DoD) criteria. Estimated Price Range: In accordance with DFARS 236.204(i), Disclosure of the Magnitude of Construction Projects, the estimated price range for this project is between $10,000,000 and $25,000,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The work includes Replacing a portion of Pumpwell Number 2's Drain Pump Systems (i.e. DP-1 and DP-2) along with associated flange bolts, flange gasket, drive shafts, yokes, bearings, gate, valves, check valves, valve actuators and SCADA System. Metal platform/grating modifications and will provide concrete work along with associated reinforcing steel, ties, dowels and anchor rods. Install shower area. Replace sewage pump system. Improve ventilation system to include climate control, via the installation of a HVAC System. An existing flooding flume culvert will be filled in with concrete, including removal of an existing sluice gate. The design will evaluate whether cofferdams are required for any portion of the work based upon inspection and assessment of the existing stop logs and adjacent concrete. Perform modifications or replacement of the existing electrical switchgear, switchboards, motor control centers, or panelboards as necessary to ensure that service to each pump, HVAC equipment, and shower devices are adequately sized. Fire Protection Survey. Hazardous Materials Survey and Testing and incidental related work The work covered by this section includes the handling and control of asbestos containing materials and describes some of the resultant procedures and equipment required to protect workers, the environment and occupants of the building or area, or both, from contact with airborne asbestos fibers. The work also includes the disposal of any asbestos containing materials generated by the work. More specific operational procedures must be outlined in the Asbestos Hazard Abatement Plan called for elsewhere in this specification. The asbestos work includes the demolition and removal of non-friable asbestos containing materials including flange gaskets located in Dry Dock #2 Pump Well at Norfolk Naval Shipyard in Portsmouth, Virginia. Under normal conditions non-friable or chemically bound materials containing asbestos would not be considered hazardous; however, this material may release airborne asbestos fibers during demolition and removal and therefore must be handled in accordance with the removal and disposal procedures as specified herein. Provide regulated area, full containment and/or glovebage with mini-containment and or other OSHA approved abatement techniques as outlined in this specification. The work area will be evacuated during the asbestos abatement work. A competent person must supervise asbestos removal work as specified herein.
