The City of Norfolk (hereafter referred to as "City") is soliciting proposals from qualified firms/contractors interested in providing Construction Management (CM) services for the St. Paul's Blue/Greenway Park Project. The CM will work closely with the Department of Public Works and the project's design team to perform pre-construction and construction administration tasks necessary for the park construction and acceptance. The park is designed to manage and mitigate the volume of stormwater runoff, improve water quality, and address local tidal flooding. This will be accomplished by daylighting portions of an existing box culvert into an open-channel system and construct a hydraulic control structure at the downgradient end of the newly-constructed channel to block tidal flows from Newtons Creek and the Eastern Branch of the Elizabeth River from coming into the park. Open space with park features will be created around the stormwater treatment areas.
