Winston Salem/Forsyth County Utilities (WSFCU) is seeking qualified engineering firms to update its Wastewater Facilities Master Plan. The department currently operates and maintains two wastewater treatment plants -- Archie Elledge WWTP (30 MGD) and Muddy Creek WWTP (21 MGD) -- as well as a Biosolids Drying Facility and multiple sewer lift stations. The existing master plan, last revised in April 2018, requires a comprehensive update to support long-term capital improvement planning over a 20-year horizon. The purpose of the master plan is to provide long term guidance and planning for future capital improvement projects at both wastewater treatment facilities and the Regional Biosolids Drying Facility over a 20 year planning period. The updated plan should identify and prioritize infrastructure upgrades necessary to meet future regulatory requirements, enhance system reliability, and accommodate projected growth, including annexation and increased industrial demand. Key components of the plan must include residuals projections; development of treatment process models for both treatment facilities; infrastructure planning aligned with forthcoming nutrient regulations; and detailed cost estimates for all proposed improvements. WSFC Utilities desiresto transition to an integrated, non-proprietary master planning framework designed to support seamless access and collaboration among capital project engineers, division managers, and Utilities Administration staff. The selected firm will be responsible for incorporating the recently completed Collection System Master Plan into a unified Capital Improvement Program (CIP) that future master plans can be incorporated into as they are completed. This consolidated CIP framework must organize projects by implementation year and priority and include detailed cost estimatesto support annual capital budgeting and accurate spend planning. Additionally, WSFC Utilities intends for this planning tool to function as a dynamic, updateable interface that can adapt to evolving infrastructure needs and organizational priorities. The method of Contractor Selection has not been Determined at this time.
