PLEASE NOTE: As of June 30, 25, the bid date has been extended to July 16, 2025. The Marshall County Conservation District is requesting proposals for the following project: Provide engineering design services for the earthen auxiliary spillway repair of East Fork Clark's River Flood Retarding Structure #28A (Willie Holmes Lake) in Marshall County, Kentucky. Professional services to include but not limited to site surveys, geotechnical investigation, laboratory testing, and deliverables (drawings, specifications, cost estimate, construction schedule, quality assurance plan, and as-built drawings). The scope of professional services may also include assistance with and/or preparation of construction bid documents. Proposals will be evaluated by the selection committee based on the following criteria: 1. Relative experience of consultant personnel assigned to the project team with major dam projects for NRCS and/or state, local or other federal government agencies. (35 points) 2. Past record of performance on projects similar in type and complexity. (35 points) 3. Project approach and proposed procedures to accomplish the services for the project. (15 points) 4. Available team workload capacity to comply with project schedule. (10 points) 5. Knowledge of the locality and familiarity of the general geo- graphic area. (5 points) The method of Contractor Selection has not been Determined at this time. SUMMARY A dam breach analysis was developed using HEC-RAS 2D Version 6.3.1 with the best available 5-foot or less topographic data. The breach analysis was conducted in accordance with the National Watershed Program Manual (2014) and NRCS Breach Analyses requirements. Unsteady State HEC-RAS 2D models were developed with breach hydrographs calculated using the TR-60/TR-66 method with the best available dam as-built data for each site. The hydrographs were applied to 2D HEC-RAS models in unsteady state conditions. This breach analysis study is not intended to determine hazard potential classification at this time since the current scope of work excluded field survey of structures, roads, bridges, railroads, and culverts. SITE DESCRIPTION East Fork Clarks River FRS 28A (KY00199), located in Marshall County. Kentucky had a "Low" hazard potential classification at construction, and the current hazard potential classification is "Significant" per the National Inventory of Dams (NID). The primary purpose of this Dam is Flood Risk Reduction. The downstream valley below East Fork Clarks River FRS 28A is characterized as very low sloping (0.196%) with areas of farmland, and few houses. Breach flows to Middle Fork Creek, crosses Oak Level Rd, Breezeel School Rd and Symsonia Hwy and then meet Clarks River about 4.3 miles downstream. The breach mapping distance extends approximately 7 miles below the dam. This evaluation identified 2 structures that are potentially at risk from a catastrophic breach and the breach may overtop the downstream roads Oak Level Rd, Breezeel School Rd and Symsonia Hwy.
