**As of July 24, 2025, the project was awarded to National Metering Services, Inc., with an awarded amount of $1,795,739.75.** The purpose of this contract is for all work related to the replacement of water meters in Edison Township. All existing meters shall be replaced with Neptune T-10 Meters W/Pro-Coder Registers and R900 Meter Interface Units. The network infrastructure will be installed by others. All meters will be purchased by Edison Township and distributed to the Installation Contractor. The project encompasses the installation of meters within the service area of the Edison Water Department located within the Township of Edison. All meters, transmitters (MIU) and data collectors including installation will be purchased by the Township. This contract will be for the installation of the meters and transmitters. The scope of work is fully described in the plans and these specifications; however, it generally consists of the following but not limited to: 1. Mobilization. 2. Storage and Responsibility of all meters removed and new meters and transmitters until installed and verified that they are sending readings to the collector. 3. Scheduling of appointments for meter replacement. Issuing the schedule 1 week in advance of the scheduled work to be performed in the following week. 4. Any and all confined space equipment necessary to complete the work. 5. Reasonable effort to locate curb boxes to shut off service should interior valves not function. 15 minutes per occurrence built into the cost of a meter installation. 6. Requesting an order of meters and transmitters when stock supply runs low. Orders should be requested so that work does not come to a stop for lack of materials. 7. Attendance at bi-monthly meetings (2 per month). 8. Supply access to a Portal for appointments, installations and other pertinent data as listed elsewhere in this document. Access will be given to persons later named when contractor is awarded. 9. Communications with customers requesting to make appointments as described in this document. 10. Physical survey of all large meter accounts to verify existing size prior to actual replacement. 11. Testing of all removed meters and storage of removed meters through 1 billing period unless requested to hold longer. 12. Locating and removing all existing water meters. 13. Replacing all water meters and installing radio transmitters and meter pit installation (where required). 14. Installation and programming of radio transmitter. 15. Reports as listed but not limited to: o Removed o Tested and testing results o Removed meters scrapped by size o Type of service pipe entering the building o Size of pipe entering the building o Size of meter found o Size of meter replaced o Swabbing of pipe entering the building and the first copper joint of inside plumbing 16. Restoration and clean-up of premise inside and outside 17. Photos of the work as described elsewhere in this document. Project is to be completed within 365 Calendar Days after contract award and receipt of the notice to proceed. Bid Packets must be accompanied by a Statement of Consent of Surety from a surety company holding a Certificate of Authorization to do business in the State of New Jersey and either a Bid Bond or a Certified Check drawn to the order of "Township of Edison" for not less than ten percent (10%) of the total bid price amount, except that the check shall not exceed $20,000.00. The successful Bidder is hereby notified that a Performance and Payment Bonds for the full amount of this Project isrequired. The award of the Contract for this Project will not be made until the necessary funds have been provided by Township of Edison in a lawful manner. Please be advised that this Project is being funded through the Township of Edison. By virtue of Executive Order #34 (1976), vendors currently suspended, debarred or disqualified are excluded from participating on this Project. Township of Edison intends to award this Project to the lowest Bidder whose Bid Packet is responsive and complies with its requirements for the Project, provided that in the judgment of Township of Edison is reasonable, within available funds and in the interest of Township of Edison. Township of Edison reserves the right to reject any and all Bid Packets to the extent permitted by law. An award will be made or Bid Packets will be rejected within sixty (60) Calendar Days after the opening of the Bid Packets, during which time the Bid Packets shall be irrevocable and unavailable to withdraw by Bidders, unless otherwise extended in the Contract Documents. Township of Edison further reserves the right to modify this Contract through the distribution of Addenda to plan holders of record without further publication. Bids will be evaluated on the basis of this Advertisement plus any Addenda issued by Township of Edison prior to the opening of the Proposal.
