July 7, 2025 @ 5:00 pm local time Prospective Proposers must submit questions or requests for clarification or change via email to proposals@pdx.edu. The project consists of a 10-story mixed-use building consisting of 384 studio apartment units. Approximately 20,800 gross square feet of second floor office space, and approximately 2 1, 135 gross square feet of ground floor retail or service use space. SCOPE OF WORK Base Bid: Portland State University (PSU or Owner) is seeking proposals to replace the existing Simplex, voice evacuation fire alarm system in BDWY with a new Notifier, voice evacuation fire alarm system. This will be a one to one system replacement. The winning Contractor will be expected to coordinate with the Portland Fire Marshall and the Owner's team (Project Manager, Fire Specialist Team, and Housing Department). The winning Contractor will also need to provide all permitting, and provide physical and digital copies of final record drawings to the Owner. BDWY is constantly occupied. The building contains offices, classrooms, dormitories, and retail spaces that are all a part of this Scope of Work. A major component of this project will be scheduling work in advance and coordinating with the Owner's team in an effort to keep impacts to occupants at a minimum. The Owner's goal is to have construction occur during November 2025 and for testing and inspection to occur over Winter Break (December 15th through December 30th of 2025). While the Owner will provide existing information, it is the winning Contractor's responsibility to know all local and national codes and to provide everything required to have a complete and functional Notifier fire alarm system that at minimum satisfies all applicable codes and meets the standards of the Authority Having Jurisdiction. If anything is determined to be out of code, coordinate with PSU to get it up to code. Additive Alternate No. 01: Replace the 120V smoke detectors in each area with notifier smoke detectors. General: _ The building is to remain operational, as it is in its normal state, during the entirety of construction. All/any work that would severely impact, affect or disrupt the users and/or their normal daily activities, are required to be performed off-hours for rental spaces and planned and approved at minimum two weeks in advance for residential spaces. Off-hours are defined as 8:00 pm - 6:00 am (20:00 - 06:00) on any given day or night, including weekends and holidays. Users are defined, but not limited to, those who occupy BDWY and the associated retail spaces. _ Any impact or disruption to any of the aforementioned users or user spaces requires a Method of Procedure (MOP) for review, comment, correction, and approval. Any proposed MOP, provided by Contractor, must be submitted a minimum of 4 weeks prior to the date of the associated impact. Any Contractor proposed MOP must include dates of impact, description of impact, duration of impacts (start-stop), areas impacted, and systems impact. Any tasks that impact the campus or building beyond the project's area of work requires Contractor to provide a 4-week notice to the Owner of the impact. This in order to notify occupants of any work impacts in a timely manner. _ Unless otherwise noted, all equipment, material, and devices shall be new and direct from the original manufacturing. _ Contractor shall provide submittals for all equipment, materials, and devices for Owner review, correction, and approval prior to beginning work. _ Contractor to be responsible for obtaining and paying for all permitting. Final permits must be turned over to Owner prior to final billing. _ Prior to contract closeout, Contractor shall provide as-built drawings in both electronic and hard copy formats, indicating corrections and capturing the complete scope of work for final review and approval by Owner. _ Construction work shall not commence until Owner approves the final schedule. _ Contractor is required to provide an OSHA compliant safety plan for Owner's Environmental Health and Safety (EHS) department. Review and approval shall be obtained prior to initiating any work. _ Contractor shall be required to provide a site (system) logistics plan to Owner prior to initiating any work. The logistics plan shall outline requirements to complete the Scope of Work and to minimize user impact. The logistics plan will be reviewed and approved by Owner prior to initiating any work. The logistics plan shall account for all outages and the coordinated effort with each outage. _ Contractor shall be responsible for providing any necessary temporary lighting, power, ventilation, etc. to sustain minimum required lighting and indoor air quality. _ Contractor shall be responsible for providing any necessary temporary construction safety barriers and safety notification signage. _ Contractor shall be responsible for associated fees including, but not necessarily limited to, design and construction permits (all disciplines and trades), parking passes, parking reservations, required access badges, and necessary key deposits. See Additional Resources 5.5, 5.6, and 5.7 for more information. All parking at Portland State University is pay to park, no exceptions. _ Contractor will be responsible to obtain all keys and badges to access any space to perform all work at the Contractor's own cost. _ Owner shall provide all existing Hazardous Materials testing done to date and will provide all future required Hazardous Materials abatement and testing such as asbestos and lead paint. The Contractor is to coordinate with the Owner on any work that may disturb Hazardous Materials, such as drilling and scraping. All abatement work shall adhere to all state, local, and federal requirements. _ Contractor shall include a 1-year warranty for service from the date of completion. Date of completion is the date of final acceptance and approval as indicated by the release of any remaining retention by the Project Manager.
