Reference Number 0000389730 The Village of Tarrytown is soliciting responses to this Request for Proposals (RFP) for on-call transportation planning and design services to make recommendations related to mobility safety considering all travel modes within the village, and to assist with the implementation and execution of related work. Please see attached bid document for details. First traffic analysis request and sample project Analysis Request - Cobb Lane Safety Project - Request for quote as part of the RFP Response: Cobb Lane is an east-west connection road with access opened to the public between Route 9 and Wilson Park Drive. This steep and narrow road is half public along the western half up to a point just east of Oak Avenue and half private along the eastern half from Oak Avenue to Wilson Park Drive. Though the traffic volume is relatively low, this access road at points cannot accommodate two-way vehicular traffic. It is also intersected by the Old Croton Aqueduct Trail, a NY State Park that is used by pedestrians and bicyclists of all ages including school-aged children heading to and from the John Paulding Middle School and the Sleepy Hollow High School. The intent is to improve both pedestrian and vehicular safety. Second traffic and pedestrian safety analysis request, with focus on school walkability. Tappan Hill School is being converted from a BOCES-oriented educational facility back into an early education elementary school facility for the UFSD of the Tarrytowns for grades "K through 1", with planned opening for this use in September, 2025. A group of parents and residents associated with a local community organization are requesting the Village to consider the installation of sidewalks, or the establishment of delineated walking lanes on the existing asphalt of the following roads: Highland Avenue between Union Avenue and Benedict Avenue; Union Avenue between Rosehill Avenue and Highland Avenue; and Possibly some additional sidewalk or delineated walking areas on Benedict Avenue and on Rosehill Avenue. The Village would like to have a discussion with the successful responder to the RFP so that we can agree on the development of a proposal, within an agreed upon budget, for this analysis and review. The study would be of the area around the school, with a look at potential short-term and long-term improvements to enhance walkability.
