Renovation of a military facility in North Tarrytown, New York. Completed plans call for the renovation of a military facility.

The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to upgrade the Electronic Security System (ESS) at the New York Military Entrance Processing Station (MEPS). The scope includes replacing the existing ESS with a new system that meets current Army standards, including Intrusion Detection System (IDS), Access Control System (ACS), and Closed-Circuit Television (CCTV) components. The contractor is responsible for removing the existing system, installing the new system, testing, and training MEPS personnel on its operation. All work must comply with applicable Department of Defense and Army regulations and standards. Location: New York MEPS, 116 White Plains Road, Tarrytown, NY 10591 Offerors shall submit any questions regarding this solicitation in writing to the CS at adam.p.buchert. civ@army.mil and the KO at john.haarala3.civ@army.mil. no later than 11:00 AM Eastern Time (ET) on 11 September 2025 in order to allow a written response prior to the quote due date. No remarks or written responses to questions by government personnel will change the terms or conditions of this RFQ. The RFQ will only be changed by a formal written amendment issued by a MICC - Fort Knox KO. Description of Work/Introduction: The Contractor shall provide all personnel, equipment, tools, tools, materials, supervision, incidental services, and other items necessary to replace and upgrade the ESS to include the Integrated Commercial Intrusion Detection System (ICIDS), Physical Access Control System (PACS), and Voice Communication System (VCS), wire and cable, and selected doors hardware for New York MEPS as defined in this SOW. The United States (U.S.) Government shall not exercise any supervision or control over the Contractor's employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government. 1.2. Background: New York MEPS requires ESS life cycle replacement. Installation of a new system is required to meet force protection and regulatory requirements. 1.3. Objectives: This contract is to provide engineering, procurement, installation, testing, and training for ESS and other related electronic systems at New York MEPS as defined in this SOW
