Covert Public School District (CPS) is soliciting bids to upgrade its HVAC and BMS Systems at the Covert Elementary School (ES). The Request for Proposal (RFP) seeks to identify a qualified Contractor(s) to provide a complete upgrade solution including but not limited to the HVAC unit ventilators and BMS Upgrades, installation and repair work, all documents required for permits and inspections, shipping, storage, demolition and removal as a result of the upgrades, hazardous material removal, maintenance documentation, utility rebates, warranty, and all of the products and services required to upgrade HVAC equipment to meet building code requirements. The following facilities are included in the HVAC and BMS Upgrades: Covert Elementary School M 140 Hwy Covert, Ml 49043 During the summer of 2024, the district applied for a grant from EGLE (Michigan Department of Environment, Great Lakes, and Energy). The grant is titled, "Michigan Environmental Justice Impact Grant" (Ml EJ Grant). The purpose of the grant is to reduce environmental health burdens and impacts in Michigan's environmental justice communities. The Office of the Environmental Justice Public Advocate was created by Governor Whitmer's Executive Order 2019-06 to serve as an external and internal advocate and catalyst for ensuring Environmental Justice throughout the state. The grant is being administered by the Environmental Justice Office, EGLE, and LARA (Licensing and Regulatory Affairs). Due to grant requirements, Prevailing Wage is Required and Made in American is preferred, and minority-owned contractors are preferred. Prevailing Wage information can be found on the attached Official Rate Schedule A bid bond in the amount of 5% of your bid LmlM. be provided with your bid, if you are bidding the mechanical equipment. Bonds for all unsuccessful bidders will be returned upon award of the bid. A performance and payment bond may be required by owner. Questions will only be accepted in writing via email sent to: Diane E. Mills, Technical Consultant, dmills@occupantcare.com. Questions shall not be accepted after 1 :00 PM on June 18, 2025. All questions and answers will be distributed to Contractors. The purpose of the project is to improve the indoor air quality at the Elementary School. This project is designed to upgrade mechanical equipment and HVAC system to offer new unit ventilators and a BMS system to improve ventilation, control of equipment, monitor relative humidity, and monitor and control using CO2 sensors. This RFP is a "like-for-like" replacement of unit ventilators, adding the BMS system and sensors, along with the identified electrical and piping work in order to install the new equipment. Bidders are encouraged to conduct a site-visit and are responsible for ensuring their bid includes all the necessary work and components to successfully install the Project. Mechanical Upgrade Scope of Work Twenty-two (22) floor mounted unit ventilators, ready for BACnet controller by others Five (5) Ceiling mounted unit ventilators (no cooling or heating valve packages) Nine (9) vertical fan coils Thirty-six plasma air ionizers (line voltage by others) Air balancing Finish work Engineered drawings for electrical and mechanical Demolition and removal of existing equipment Prevailing wage Permit, tax and 1 -year limited labor warranty BMS Upgrade Scope of Work Materials, labor (Prevailing Wage), and all requirements for: Equipment Controlled and/or wired: 36 - New Unit Ventilators (floor mounted, ceiling mounted, and vertical fan coils) Unit Ventilators: Install new BACnet controller Install new wall mount space sensor with temperature, humidity and Co2 Supply 72 new modulating control valves (installed by others) (2 per unit) Install new communication wire to all units Demo pneumatic controls and add DDC controls System programming System Graphics System checkout Submittals and As-built Drawings Owner Review Electrical Upgrade Scope of Work
