Water System Improvements Project: The selected engineering firm will be responsible for developing the final design of the Water System Improvements project in accordance with an approved engineering report prepared by HUNT EAS entitled "Hammondsport Water System Evaluation" dated May 2025 (copy of the report is available upon request). All project bidding, construction administration, construction inspection and project closeout activities must be performed in accordance with NYSEFC, USDA RD, CDBG and NYSDOH requirements and regulations. The Village of Hammondsport will apply for a 2025 New York State Water Infrastructure Improvement (WIIA) Grant to assist in design and construction of needed improvements to the Village's water system at a total estimated cost of $19,200,000. The Village also intends on applying for additional funding through USDA RD, CDBG and Congressional Directed Spending. The project will generally consist of: o New DE process filters and appurtenances, o Replace gas chlorination with liquid hypochlorite, o Replace the fluoride feed system, o Replace three sets of pumps, o Inspect the current raw water intake piping and replace as needed, o Inspect and refurbish the backwash tank as needed, o Replace the existing storage/contact tank, o Building improvements as needed, o Add a backup generator, o Add WTP site fencing, o Replace 4-inch mains with minimum 6-inch mains for proper system flows and firefighting capacity, o Replace aged cast-iron pipe and perma-strand pipe with ductile iron pipe, o Install appropriately spaced hydrants and valves, o Remove the 0.5M gallon steel storage tank, o Make improvements to 1M gallon steel storage tank such as fencing, security, etc. Reconstruction of Liberty Street Project: The selected engineering firm will be responsible for developing the final design of the Reconstruction of Liberty Street project in accordance with their 2023 NY Forward grant award. All project bidding, construction administration, construction inspection and project closeout activities must be performed in accordance with NY Forward requirements and regulations. The engineering professional chosen for this project shall coordinate with the chosen Liberty Street Watermain Replacement Project engineering professional. The project will generally consist of: o Survey o Development of a demolition plan to remove roadway infrastructure and associated pedestrian crosswalk connections o Securing regulatory approvals, bidding assistance, construction administration and construction observation o Completion of design of new road surface, pedestrian interconnections, meet ADA requirements, and any associated stormwater improvements Liberty Street Watermain Replacement: The selected engineering firm will be responsible for developing the final design of the Liberty Street Watermain Replacement project in accordance with local and state regulations and requirements. There is no funding associated with this project. The project will generally consist of: o Survey o Completion of watermain replacement design along with associated valves and hydrants o Securing regulatory approvals, bidding assistance, construction administration and construction observation In keeping with these requirements, the qualifications-based procurement standards for the Procurement of Architectural, Engineering, and Surveying (A/E) Services shall apply. Utilizing a qualifications-based process, the Village will select one consulting engineering firm to design, bid, administer and close-out the project. Qualification packets will be received from all firms which wish to be considered for these and future projects. Total MWBE Participation Goals: 20% Contract term: Three Year Contract with Extensions The Village of Hammondsport (Village) owns and maintains a municipal drinking water system and seeks professional engineering services to complete proposed improvements to various components of their drinking water system. In addition, the Village seeks to professional engineering services for the Reconstruction of Liberty Street as part of a NY Forward grant award. The Village is hereby requesting Licensed Professional Engineers to submit qualification packages in response to this Request for Qualifications to conduct planning, design, and construction phase consulting services. Minority and Women Business Enterprise firms are encouraged to respond. The Village Board reserves the right to reject all submissions that do not meet the intent of these RFQ requirements and to waive defects in form or minor irregularities where the best interest of the Village would be served. The Village Board reserves the right to award the Water System Improvements, Reconstruction of Liberty Street, and Liberty Street Watermain Replacement Projects separately based on qualifications submitted. Qualification Package Presentation Costs: The Respondents must bear all costs associated with submittal preparation, including labor, copying, postage, and delivery costs. The Village is not responsible for any costs or expenses incurred by persons responding to this RFQ. Cancellation of Solicitation: The Village retains the right to cancel this Solicitation at any time prior to the execution and approval of a Contract. If this Solicitation is canceled, all Submittals received in response to this RFQ will be rejected. All package preparation costs remain the responsibility of the Proposer.
