Site work and new construction of a retail development in Hartford, Connecticut. Conceptual plans call for the construction of a retail development; and for site work for a retail development.

Request for expressions of Interest only. Not for bidding. The City's objective is for the Respondent to establish a grocery store on either City-owned or privately owned property with a focus on providing affordable, healthy food options for the residents of the North End of Hartford. The grocery store should prioritize access to fresh produce, meats, dairy, and essential household goods. The City is open to innovative proposals that incorporate additional retail or community space that will enhance the project's economic viability and contribute to the revitalization of the North End 2.1 General Requirements Responses shall meet the following General Requirements: o The proposal must comprise of operational details including but not limited to proposed square feet of retail space dedicated to food sales, including fresh produce, meats, dairy, and essential household goods. o The Respondent may additionally propose complementary commercial or retail development (e.g., pharmacy, cafe) as part of its Response. The City will make no financial commitment towards such complementary development. o The Respondent shall outline any financial commitments or requirements from the City, including potential leasing terms or public incentives. 2.2 Design and Operational Requirements o The grocery store must be designed to serve the needs of the community, providing access to healthy and affordable food options. Special consideration should be given to accessibility for individuals with disabilities. o The design must include sufficient parking, bicycle access, and a pedestrian-friendly infrastructure to ensure ease of access for residents.
