In addition, any subcontractor performing more than 20 percent of the work must also meet minimum qualifications for this project. The Contractors Qualification Statement and Questionnaire and the Subcontractors Qualification Statement and Questionnaire, all of which must be fully completed and submitted with the bid, will be used by the Owner and the Engineer to evaluate the apparent low bidders submittal. Certain minimum requirements on the part of the Contractor are detailed in the contract and must be met, and failure to demonstrate the ability to meet the minimum requirements will result in disqualification and rejection of said bid with next lowest bid selected for evaluation. The disqualified Contractor may discuss with the Owner the reasons for the disqualification, but the decision of the Owner is final. The successful bidder will be required to furnish performance and payment bonds with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms included in these specifications.
