The Corporation of the Town of Smiths Falls invites proposals from qualified contractors to supply, deliver and install water meters within the Town of Smiths Falls. A portion of the Town's meters have already been replaced with Neptune meters with integrated RF transmitters. The Town is seeking proposals from qualified proponents to undertake a turnkey meter replacement program for the supply and installation of the remaining Town's water meters. The meters and RF transmitters supplied must be compatible with the existing Neptune meter reading system. 2. The Deliverables The Town of Smiths Falls is requesting proposals from a qualified Proponent to undertake a water meter replacement program and Automated Meter Reading (AMR) water meter reading system. OAE. % The Town is looking to convert the current touchpad and drive-by meter reading system with an AMR system that will provide the Town with daily readings of metered consumption. Implementing AMR would provide, at a minimum, the following benefits to the Town: _ Provide Town staff with early notice of leaks and high consumption _ Provide Town staff with a web-portal to review water usage _ Perform meter reading activities without drive-by or touchpad requirements (the Town requires the ability to still do drive-by, walk-by and touchpad where operationally required) _ Acquire consumption reads daily with hourly usage _ Reduce trips for move-in/move-out reads _ Ability to easily extend meter reading to new growth areas % _ Upgrade older meters to new, more accurate meters. V ^oK _c> (%- ^X' The proposal shall offer a turnkey project management solution that includes the installation of the water meter, Radio Frequency transmitters, hiring and training of the installation technicians, customer contact, public communication, electronic data management, software installation and integration and customer service. A weekly data import file for meter changes must be provided in a format specified by the Town. 3. Project Timeline % The project shall be delivered in two phases, commencing in 2025 and concluding in 2026. The successful proponent may proceed with installations and invoice the Town up to an upset limit of $810,000 (excluding HST) in 2025, with the remaining work to be completed in 2026. Proponents should note that the pricing submitted in their Price Proposal will be fixed and not subject to Consumer Price Index (CPI) increases in 2026. Proposals shall detail the supply and replacement or upgrade of residential water meters for approximately 2318 existing accounts. The total number of water meters to be replaced may change prior to the commencement date of the project. Consideration will be given to proponents that manufacture their own meters. Proposals must include an ongoing customer portal and/or mobile application which allows customers to book installation appointments.
