The Work is to be located at 1100 Jenkins Avenue/3020 Glen Lake Road, a vacant, City-owned lot, in the Westhills neighbourhood of Langford, Bri+sh Columbia. The facility will consist of a building with a childcare center on the lower floor and an art studio on the upper floor. The design must accommodate at-grade access for childcare drop-off and pick-up, with parking solu+ons poten+ally integrated beneath the building footprint. Childcare Centre Design and construct a fully licensed childcare centre for 49 children aged 0–5 years, based on the Provincial Design Guidelines for Childcare Centres, included in the Appendices. Arts & Culture Studio Design and construct a new art and culture centre to replace the exis+ng facility at 2805 Carlow Road, ensuring all current art studio programming is fully integrated into the new space. Additional Project Objectives Ensure full compliance with all applicable regulations, including the BC Building Code and Childcare Licensing Regulation. Address elevation differences between 1100 Jenkins Avenue and 3020 Glen Lake Road to achieve a single, continuous site grade that prioritizes safety, accessibility, and seamless indoor-outdoor connectivity. Utilize durable, sustainable materials and incorporate climate-resilient design features, including a high-efficiency HVAC system designed to mitigate wildfire smoke impacts. Meet Step Code 3 energy performance targets. Achieve Operations by March 31, 2027. Deliver the project on time, on budget, safely, and in full regulatory compliance. Minimize both near-term and long-term operating costs through strategic and costefficient design decisions. Design the building to be compa+ble with the surrounding infrastructure.
