The Palmdale Water District is accepting proposals from qualified vendors for Annual Janitorial Services for both the Main office and the Leslie O. Carter Water Treatment Plant (WTP) located at 2029 East Avenue Q, and 700 East Avenue S, respectively. This is a one (1) year contract with four (4) one-year renewal options. Work shall consist of daily janitorial services, with an option to submit cost proposals for bi-annual window and carpet/hard floor cleaning. The Palmdale Irrigation District was formed in 1918 under the provisions of Division 11 of the Water Code of the State of California to supply irrigation water to the approximately 4,500 acres of agricultural land within its boundaries. Under this Code, the District's primary functions were, and continue to be, to acquire, control, conserve, store, and distribute water for the beneficial use of inhabitants and water users within the District. The Palmdale Water District (District) is an independent special district governed by a five-member Board of Directors who serve the public by division. Special districts provide accountability and a means to vote selectively and provide customers the opportunity to express their preferences more precisely. The most basic virtue of a special district is to allow citizens to customize government to suit their needs. Question Submission Deadline:June 19, 2025, 12:00am All communications with Palmdale Water District regarding this RFP shall be in writing via the e-Procurement Portal. Except as otherwise provided herein, no contact will be entertained by the Procurement, Contracts, and Materials Management staff outside of the formal Q&A period, and/or by anyone other than the Designated Point of Contact regarding this RFP. Any communication with someone other than the Designated Point of Contact related to this RFP is not permitted. Any breach of this provision may result in the Proposer's submittal being deemed non-responsive and may be cause for rejection. Palmdale Water District reserves the right to make changes to these RFP documents as it may deem appropriate up until the date for submission of the Proposals. Any and all changes to this RFP will be made by written addendum, which will be issued by Palmdale Water District to all prospective Proposers who have subscribed to the e-Procurement Portal. If the Scope of Services includes any "public work" or "maintenance work," as those terms are defined in California Labor Code section 1720 et seq. and California Code of Regulations, Title 8, Section 16000 et seq., and if the total compensation is $1,000 or more, Contractor shall pay prevailing wages for such work and comply with the requirements in California Labor Code section 1770 et seq. and 1810 et seq., and all other applicable laws. Contractor shall not contract with any entity to perform in whole or in part the work or services required hereunder without the express written approval of the District. Neither this Agreement nor any interest herein may be assigned or transferred, voluntarily or by operation of law, without the prior written approval of District. Any such prohibited assignment or transfer shall be void.
