A timeline for the award has not yet been established.** The Antelope Valley-East Kern Water Agency (Agency) is seeking proposals from qualified firms to install and implement a video surveillance solution. The required services and performance conditions are more fully described in the Scope of Services. Questions about the scope or services that are not addressed in this document may be submitted to Benjamin Melendez via email (bmelendez@avek.org) no later than 5:00 p.m. on July 18, 2025. All questions received will be responded to by written addenda distributed to all participating firms. AVEK's mission is to deliver reliable, sustainable and high-quality supplemental water to the region in a cost-effective and efficient manner. To support this mission, AVEK will contract with a qualified Firm to install and implement a video surveillance solution compatible with existing security cameras and network infrastructure. AVEK provides supplemental water to its 2,400 square mile territory covering parts of Los Angeles and Kern County. Potable water is provided through seven major treatment facilities and several smaller facilities including well sites and turnouts. The Agency currently has a legacy video surveillance system that is obsolete and unsupported. The Agency is seeking proposals to migrate away from the existing management platform and repair or replace non-functional video surveillance cameras. The management platform should allow access for viewing of all video surveillance cameras locally at each site and viewing and management from the Agency's main headquarters location. Approximately 125 video surveillance cameras currently exist and are located at nine locations throughout the Agency's service area. It is anticipated that up to 25% of these cameras will need to be replaced. The Agency is seeking proposals from qualified entities to provide all equipment, materials, and professional services to include: training, supervision, scope, design, installation, programming, calibration, documentation, and testing on the system. The selected Firm shall: 1. Inventory and document the status of all existing cameras and prepare immediate and long-term recommendations for replacement of cameras. 2. Repair/replace up to 25% of existing cameras. Existing cameras are ONVIF compatible and powered by POE cabling. Replacement cameras shall be of the appropriate type (indoor, outdoor, bullet, dome, PTZ, etc.) for the location. Repair work may consist of installation, termination, and testing of new CAT6 cabling. Existing conduits may or may not exist therefore the proposer is expected to provide necessary services and materials to establish new cable runs, where needed. 3. Procure and install recommended platform for camera management, video storage (30 days minimum), and viewing. The Agency has no brand preferences and thus is seeking a "best value" approach. Installation shall produce a "turn-key" product with appropriate documentation, software installation, and training for all end users. All equipment manuals, warranties, drawings, and credentials shall be provided to the Agency. This is a prevailing wage project. Proposals must be valid for a minimum of 90 calendar days from the due date. AVEK reserves the right to accept or reject any or all responses and to negotiate with one or multiple responding firms. The successful firm will be awarded a contract on the basis of the best interests of the Agency regardless of cost, at the Agency's sole discretion. AVEK reserves the right to waive irregularities in any response and/or, to request clarifying information it deems appropriate from one or more respondents
