Summary The Palmdale Water District (PWD) is a Community Water System located in Palmdale, California that utilizes two separate types of Granular Activated Carbon (GAC) for potable water treatment. The two GAC's that PWD uses are: 1) Bituminous Coal based GAC from Calgon Carbon; Filtrasorb 400 (F-400). 2) Coconut Shell based GAC from Evoqua / Xylem; AquaCarb AC1230C. Below is more specific information on the two GAC's PWD uses for water treatment: 1) The Bituminous Coal based GAC from Calgon Carbon; Filtrasorb 400 (F-400), is used for Total Organic Carbon (TOC) reduction. This reduction is primarily achieved by the adsorption of Natural Organic Material (NOM). The F-400 GAC is contained in 8 large GAC contactors and located at the 35 MGD Leslie O. Carter Water Treatment Plant (LOCWTP). Each GAC contactor measures 16' x 55' x 8' and contains 7,040 ft3 of GAC. PWD regenerates the GAC in 4 contactors per year. 2) The Coconut Shell based GAC from Evoqua / Xylem; AquaCarb AC1230C GAC, is used for Total Trihalomethane (TTHM) removal. The AC1230C GAC is contained in a large pressure vessel located at the Upper El Camino Reservoir site and holds 30,000 lbs. of dry virgin GAC. PWD replaces the used GAC in the large pressure vessel every 2 years, and it is due to be replaced in 2025. Background The Palmdale Water District (PWD) is soliciting bids for granular activated carbon (GAC) Services. The GAC Services revolve around the two separate types of GAC that PWD uses for drinking water treatment: Bituminous Coal based Calgon Carbon Filtrasorb 400 (F-400) GAC, and Coconut Shell based Evoqua / Xylem AquaCarb AC1230C GAC. Although PWD currently utilizes these two specific types of GAC, proposals containing these GAC's or their equivalents will be accepted. Please note that the specific GAC sizes and NSF 61 Certifications are required due to their design and usage in potable water treatment. One additional note. If proposing an equivalent GAC, please provide concise relevant data and documentation that demonstrates the proposed carbon is equivalent and meets the needs and requirements. The GAC Services that PWD is requesting proposals for on the Bituminous Coal based F400 GAC (or equivalent), include: 1) The acquisition of virgin Calgon F-400 GAC (or equivalent), 2) Removal of used GAC from a contactor, transportation, analyses and proper disposal, 3) Installation of virgin F-400 GAC (or equivalent), and 4) Removal of used F-400 GAC, initial transportation, reactivation, return transportation, and replacement of the reactivated GAC and replacement of the amount GAC lost through reactivation with virgin Calgon F-400 GAC (or equivalent). It is important to note that PWD reactivates 4 GAC contactors per year, the contractor's reactivation facility must be NSF 61 Certified and follow NSF 61 Certification reactivation requirements and procedures. The GAC Services that PWD is requesting proposals for on the Coconut Shell based GAC Evoqua / Xylem AquaCarb AC1230C GAC (or equivalent) include: 1) The acquisition of virgin Evoqua / Xylem AquaCarb AC1230C GAC (or equivalent), transportation, removal of used GAC from a pressure vessel, transportation, analysis and proper disposal of the spent GAC, installation of virgin Evoqua/ Xylem AquaCarb AC1230C GAC (or equivalent), wetting and backwashing of the installed / wetted virgin GAC. It is important to note PWD replaces the Coconut GAC every 2 years, the Coconut GAC must be NSF 61 Certified, meet the sizing requirement and the pressure vessel used holds 30,000 lbs. of dry GAC. Some additional notes: the LOCWTP is a large full-scale surface water treatment plant and will be in operation when the selected GAC Contactor's work will be conducted. The GAC removal and installation processes need to be conducted in a professional manner and shall not disrupt the operations of the LOCWTP. It is PWD's desire to minimize water runoff as much as possible during the removal and installation processes and to not discharge large amounts of it on the ground. PWD also critical infrastructure that is vulnerable to flooding, so water drainage management during GAC removal and installation is a very important consideration in the contractor selection. PWD also expects that designated contractor will handle the GAC carefully as to not create a significant number of fines. Calgon Carbon's F400 GAC has historically been delivered in 1000-2000 lb. Super Sacks, but any equivalent containment will be considered. Additionally, the contractor removes, transports and replaces used media, quantifies, obtains and installs (loads) the contactors with the reactivated and appropriate amount of lost GAC with virgin GAC. The quoted pricing should be inclusive of the total cost for GAC removal, transportation, reactivation, transportation, supplementation and replacement. In addition, the selected contractor is expected to follow AWWA B604 when using Virgin F-400 and AWWA B605 when using reactivated GAC.
