The City of Richmond is accepting bids for the construction of the Roadway Reconfiguration-Hopkins Road Bike Lane project to provide the installation of pavement markings and signs to provide on-street buffered bike lanes along the Hopkins Road corridor. Question Deadline 07/11/2025 at 5:00 PM ET If any person contemplating submitting a bid for the proposed Work is in doubt as to the true meaning of any part of the proposed Contract Documents or discrepancies of any sort between existing conditions and proposed new Work, he must submit a written request for an interpretation through online. This project has not been prequalified under the Code of the City of Richmond, Section 21-46. All interested bidders are encouraged to participate. This project has a 1% DBE goal. The period of performance for the project shall be 180 consecutive calendar days for substantial completion and 210 consecutive calendar days for final completion from the Notice to Proceed. These 180 days include allowances for inclement weather and holidays. Any bidder submitting a bid for a construction Contracts in excess of $100,000 shall submit to the City a bid guarantee of not less than five percent (5%) of the bid amount set forth in item 14 of the Bid Form. Such security may be a certified check or a cashier's check or a Bid Bond made payable to the Owner. The Owner may require bidders submit bid security for lesser bid amounts, however, this will be so stated in the Invitation for Bid. The remaining bid bonds and checks will be returned to the three lowest bidders after the accepted bidder has executed the Contract, Performance and Payment Bonds and Certificate of Insurance and the Owner has approved them. The Owner reserves the right to reject any or all bids. Any bid that fails to conform to the essential requirements of the solicitation or the specification or is unreasonable as to price may be rejected. In cases of unit priced bids, any bid may be rejected if the prices for any line items or sub line items are materially unbalanced. The Owner reserves the right to waive minor informalities and irregularities. A minor informality or irregularity is one that is merely a matter of form and not of substance or some immaterial defect in a bid or variation of a bid form that can be corrected or waived without being prejudicial to other bidders. The defect or variation is immaterial when the effect on price, quantity, quality or delivery is negligible.
