Site work for a water / sewer project in Orlando, Florida. Completed plans call for site work for a water / sewer project.

This project is intended to reduce nutrient loading to the groundwater in the Wekiva Springs Basin Management Action Plan (BMAP) area by retrofitting an existing dry detention pond with Biosorption Activated Media (BAM). The BAM is placed beneath the pond bottom and is enclosed by a berm and the existing side slopes at each existing inflow to the pond. Modifications to the existing outfall structure are included to compensate for the additional fill placed in the pond. The scope of work includes, but is not limited to, the modification of the existing outfall structure, excavation and grading of the existing pond bottom, construction of three berms on the pond bottom, installation of a 24" layer of Bold and Gold, 4" of coarse sand, and 6" of clean sand within the bermed areas, construction of three fiber mesh reinforced concrete weirs, and installation of rubble rip-rap at one 18", one 24", and two 42" existing mitered end sections. Supplemental items of work include, but are not limited to: Maintenance of Traffic, Erosion Control, Dewatering, and Sodding. Project is located at the SW corner of the intersection of Apopka Vineland Road and Red Gate Road (2101 Red Gate Rd (PID 14-22-28-0000-00-037)). It is the respondent's responsibility to ensure they commence their upload efforts timely to meet the submission deadline. The County shall not be responsible for delays caused by any occurrence, including the respondent's network delays, bandwidth issues, internet outages, or technical difficulties. Consideration for modification or alteration of the documents contained in this solicitation shall be requested during the specified question period, before the applicable deadline. No oral interpretation of the meaning of the plans, specifications, or other Contract documents shall be considered binding. The County shall be bound by information and statements only when such statements are written and executed under the authority of the Manager, Procurement Division. Answers for timely questions will be addressed in the online question and answer module or as an addenda to this solicitation depending on volume, participants are encouraged to subscribe as a follower and monitor all notifications. Beyond questions and answers, any and all modifications, clarifications, interpretations and supplemental instructions will be in the form of a written addendum which, if issued, will be available for download. All addenda and questions/answers so issued shall become part of the Contract Documents and receipt shall be acknowledged as specified herein. This provision exists solely for the convenience and administrative efficiency of Orange County. No respondent or other third party gains any rights by virtue of this provision or the application thereof, nor shall any respondent or third party have any standing to sue or cause of action arising there from. Untimely questions are unable to be submitted in the question and answer module, thereafter respondents raising critical concerns must email zuleimy.ralatperez@ocfl.net. Critical clarifications may be made via addenda, however, untimely questions may not be considered. In compliance with the Public Bid Disclosure Act, Section 218.80, Florida Statutes, each permit, license, and/or fee applicable to this work/project (before and during construction) that will be paid by the selected Respondent as specified below. The selected Respondent shall procure and pay for the following permits, licenses and/or fees: Permit Requirements: Construction Generic Permit - Small (1-5 acres), Fee: $250.00 MOT, Fee: $128 Fees are subject to change, please visit link for any additional information on permits and costs. The selected Respondent shall procure and pay for all permits and licenses, charges and fees and give all notices necessary and incidental to the due and lawful prosecution of the work. The cost of all permits, fees, etc. shall be included in the fee schedule except where noted otherwise in the specifications or other bid documents. Unless the Bid Item Schedule specifies otherwise, unit prices shall include all incidental Project costs, including but not limited to, mobilization, maintenance of traffic, insurance, bonds, overhead and profit. A Bid, Payment and Performance Bond are a requirement when the offer/contract amount exceeds $100,000. Respondents shall attach an electronic copy of their bid bond for responsiveness. Submission of the bid bond, along with a certified and effectively dated copy of the power of attorney, shall be completed and signed by all required parties and submitted on the form provided in the solicitation. Submittal of a bid bond less than 10% of the total estimated contract amount for base period, shall result in the bid being deemed non-responsive. In the alternative, a Certified Check, or a Cashier's Check shall be required to accompany each electronic offer in a stated dollar amount of not less than ten (10%) percent of the sum of the total estimated contract amount for the base period. Should the Contractor fail to substantially complete all Work under this Contract and make the project available for beneficial use on or before the date stipulated for Substantial Completion (or such later date as may result from extension of time granted by County), he shall pay and/or the County may retain from the compensation otherwise to be paid to the Contractor, as liquidated damages, the sum of $1,685.00 for each consecutive calendar day that terms of the Contract remain unfulfilled beyond date allowed by the Contract, which sum is agreed upon as a reasonable and proper measure of damages which County will sustain per diem by failure of Contractor to complete work within time as stipulated; it being recognized by County and Contractor that the injury to County which could result from a failure of Contractor to complete on schedule is uncertain and cannot be computed exactly. In no way shall costs for liquidated damages be construed as a penalty on the Contractor. For each consecutive calendar day that the work remains incomplete after the date established for Final Completion, the County will retain from the compensation otherwise to be paid to the Contractor the sum of $1,685.00. This amount is the mutually agreed upon minimum measure of damages the County will sustain by failure of the Contractor to complete all remedial work, correct deficient work, clean up the project and other miscellaneous tasks as required to complete all Work specified and this amount of liquidated damages is in addition to the liquidated damages prescribed above for failure to timely achieve Substantial Completion.
