The Town of Fuquay-Varina, North Carolina, is accepting Statements of Qualification from experienced architectural design firms in providing professional space needs analysis services for the Fuquay-Varina Police Department. Activities anticipated to be included in the negotiated scope of services include a formal space needs analysis of administration, patrol, investigations, interview rooms, training, conference, and meeting rooms, common areas, evidence storage and processing, equipment and supply storage, locker rooms, K-9/kennel areas, public areas, specialty teams, break rooms, fleet parking, vehicle sally port and prisoner holding rooms, and dispatch/communications center. This is a qualifications-based selection process that considers relevant experience and references; it is not a formal request for bids nor a request for a project proposal. Final scope of services and fees will be negotiated upon award of contract. The Fuquay-Varina Police Department serves a community of more than 45,000 residents with 18.4 square miles of roadways. Dubbed the safest community in North Carolina in 2023, Fuquay-Varina is also one of the fastest growing communities in North Carolina. With two distinct and charming historic downtown districts, Fuquay-Varina has been able to retain its small-town charm while admirably adding modern amenities and rewarding business opportunities that have attracted residents from all over the United States. The Fuquay-Varina Police Department is a progressive, innovative, and communityoriented police department that believes strongly in the concepts of crime fighting, community engagement, and professional development. We strive to provide efficient, effective, professional law enforcement services, and quality customer service to all members of our community. Fuquay-Varina Police Department members strive to improve the quality of life in our community by building partnerships with stakeholders that are designed to reduce crime, maintain order, enhance police/citizen relationships, and create a safe environment, all while upholding the United States Constitution, North Carolina State Laws, and Town Ordinances. Study the routine operations as required to achieve a thorough understanding of the operations of the department. _ Identify and determine, for each operational element, a set of specific space needs for both current and future (15-20 years) operations. _ Determine the interaction/adjacency priorities of the operational elements _ Discuss other program requirements for the department. This should include security, access to the public, etc. _ Develop overall space summary. _ Develop preliminary renovation/expansion design options maximize effective use of the current facility property. _ Identify, compare and contrast these options to cost (square foot basis) of a new or secondary facility as an alternative to expansion and/or future phase. _ Provide comprehensive development budgets to include estimated costs for design fees, construction, equipment, security, and furnishings. _ Develop an implementation schedule. Municipal Meeting 09/16/2025. Submissions should include information that demonstrates clear, concise ideas and relates directly to this project. A successful consultant must have the ability to create a design that fulfills project goals and effectively addresses the interests and needs of the Town while meeting established project deadlines. The Town may open submitted packets at any time after the submission deadline. The Town will evaluate all submissions, satisfying the requirements of this RFQ, to establish which applicant's qualifications best fulfil the needs of the Town. The Town anticipates entering a contract with the selected firm to execute the proposed work. This RFQ, however, does not commit the Town to award a contract, nor pay any cost incurred by a firm in the preparation of the RFQ, or to contract for the goods and/or services offered. The Town reserves the right to accept, or reject, all qualifications received as the result of this request, to negotiate with all qualified firms, or to cancel this request for qualifications if it is in the best interest of the Town to do so. A selection committee will review all submitted statements of qualifications and, based on the information presented, will rank the responsive statement of qualifications, and compile a short list of agreeable firms for further consideration. Firms will be scored on the following categories: expertise (architecture) on this type of project, expertise (engineering) on this type of project, past performance on similar projects, adequate staff, schedule, contract administration capability on public funded projects, proximity/availability familiarity to Fuquay-Varina, completeness of proposal, creativity in layout and design, ability to foresee/effectively address potential issues, working with stakeholders, and overall impression. The Town will invite short-listed firms for an interview with the selection committee. The interview will consist of the firm providing a presentation (maximum of 30 minutes), followed by a questions and answers period led by the selection committee. After the selection of a firm, there will be a period of negotiation between the Town and the design team to better define, elaborate upon, and finalize the firm's exact and final Scope of Work.
