Q & A Deadline 06/24/2025 02:00 PM EDT . Any questions must be received by the Owner through email no in order to provide an addendum to all plan holders. In general, the improvements for which bids are requested will consist of the following: Replace water and sanitary services for (4) new houses on East Ave, house numbers; 934, 938, 644, & 654. Existing utility connections from demolished houses will need to be disconnected and removed. Work will begin on the 900 block houses & then will continue on to the 600 block houses. Each bid must be accompanied by a Bid Guaranty in the form of either a Bid Guaranty and Contract Bond for the full amount of the bid (including all add alternates) or a certified check, cashiers check, or an irrevocable letter of credit in an amount equal to 10% of the bid (including all add alternates), as described in the Instructions to Bidders. This is an Ohio Prevailing Wage project. No Bidder may withdraw its bid within sixty (60) days after the bid opening. The Owner reserves the right to waive irregularities in bids, to reject any or all bids, and to conduct such investigation as necessary to determine the lowest and best responsible bidder(s). Substantial Completion Date August 8, 2025 Final Completion Date September 8, 2025 Replace water and sanitary connections for (4) new houses on East Ave at 934, 938, 644, & 654 East Ave & disconnect existing connections. Water mains shall have a minimum of 48" of cover under existing or proposed grades, whichever lower, except at such points where the grade must be adjusted to meet existing conditions of unforeseeable obstacles, and except where otherwise indicated on the plans. The Contractor shall maintain a minimum clearance of 18" between the water and any other utility line or structure. The Contractor will make two (2) saw cuts for temporary asphalt placement (for water main placement), followed by two (2) additional saw cuts in the undisturbed ground (one foot on each side of the trench for temporary pavement) for final paving, unless prior approval is given by the Director of Engineering or their designee. Drop balling of all pavements is prohibited and a pavement breaker may be used only after saw cutting or cutting the concrete with an air spade as specified above. Any adjacent pavement, curb, or sidewalk that is damaged due to negligence on the part of the Contractor, is to be replaced at the Contractor's expense. Payment for cutting of existing pavement (asphalt or concrete) and removal of existing pavement (asphalt or concrete) for water main, water service or fire hydrant installation shall be included in the contract unit price per line item pertinent to each removal item as stated in the bidding schedule. This payment should include all necessary labor, materials and equipment necessary to cut and remove pavement. Concrete paving must be cut with an approved concrete saw and removed to an existing joint. The saw-cut must penetrate at least 90 percent of the thickness of the concrete to be cut. An air spade may be used, if specifically approved in writing by the Director of Engineering or their designee, where the existing concrete is in bad condition and would therefore not lend itself to saw cutting. This procedure shall be as follows: 1. Place 4" of bedding at trench bottom 2. Compact 4" bedding to 96 percent density 3. Lay new water main 4. Place bedding around new pipe with twelve (12) inches above 5. Compact to 96 percent density per lift 6. Begin placement Low Strength Mortar Backfill.
