Reference Number 0000390447 The Village of Blissfield is bidding mill & fill project on various streets as identified in the bid documents. All questions or to schedule an inspection/site visit concerning this bid should be directed to Brent Kastel, Department of Public Works Supervisor, at (517)202-6377. The Village of Blissfield reserves the right to accept deviations from the specifications and to waive any and all formalities or technicalities in the bidding in the sole discretion of the Village. The Village reserves the right to reject all bids or accept any bid, which in its sole and absolute judgment, shall under all circumstances best serve the Village's interests. Bidders must use the Village Bid form. Work shall be completed within 120 days from the Notice of Award. o The contractor shall mill the current surface starting at the existing curb and/or edge of pavement, milling to an average depth of 3 1/2 inches, with a curb to crown grade of 1/4 inch per foot. Butt joints where overlays will meet existing pavement and sections where pavement abuts curbs/gutters and/or sidewalks shall be also milled, as needed. 1 o Milled bituminous materials may be delivered, using transportation provided by the contractor, to a site(s) provided by the Village. The contractor shall dispose of any millings not needed by the Village. o The contractor shall be responsible for ensuring the surfaces to be paved are even and free of debris, prior to the placement of the asphalt paving. o A prime coat shall be applied as needed, prior to the placement of the asphalt paving. o New bituminous pavement (MDOT #5EL) shall be placed in the following manner: o A base shall be placed with an average depth of 2 inches (MDOT #4EL) 2 o The bituminous cap shall be placed at an average course depth of 1 1/2 inches, with curb to crown grade of 1/4 inch per foot. o The paving machine to be used must be capable of paving the total width of the streets in two (2) passes, and have at least a 10' main vibratory screed. o All bituminous pavements will contain either crushed limestone aggregate, or crushed natural aggregate. o All necessary traffic control, labor, materials, tools, equipment, and other items incidental to the work being performed shall be included in the Contractor's unit price for this contract. Such items will not be bid or paid for separately but shall be included in the overall unit price. o The bidder shall furnish all labor, supervision, supplies, tools, equipment, and other means necessary or proper for performing and completing the work. o The bidder shall be responsible for the cleaning up of the job site and shall repair or restore all structures and property that may be damaged or disturbed during performance of the work to the satisfaction of the Department of Public Works. o Drainage structure covers shall be salvaged and reused if in usable condition; otherwise, they shall be replaced. o Where needed, all traffic control used for such operations as defined by the MMUTCD will be the responsibility of the bidder. o The contractor, prior to submitting a bid, shall schedule an on-site visit to confirm measurements/quantities by contacting Department of Public Works Supervisor; Brent Kastel at (517) 202-6377. o Contractor must provide copy of adequate property damage, liability, and workers' compensation insurance with bid documents 1 N. Monroe St. ONLY shall be as follows: The contractor shall mill the current surface starting at the existing curb and/or edge of pavement, milling to an average depth of 1 1/2 inches, with a curb to crown grade of 1/4 inch per foot. Butt joints where overlays will meet existing pavement and sections where pavement abuts curbs/gutters and/or sidewalks shall be also milled, as needed. 2 Base does not apply to N. Monroe St. as it will be milled at only a depth of 1 1/2 inches.
