Devastating and deadly mile-wide EF-3 tornado produced extensive damage in the City of St. Louis, affecting over 10,000 homes and businesses across ten square miles. The City of St. Louis Building Division is soliciting proposals from firms interested in providing program management services overseeing general contractors to perform work on properties in the City for the purpose of protecting the health and safety of the public. The City of St. Louis Department of Public Safety (the "Department") issues this Request for Proposals ("RFP") to solicit proposals from firms interested in providing program management services (the "Program Manager") overseeing general contractors to perform work on properties in the City for the purpose of protecting the health and safety of the public. The Program Manager will oversee three general contractors who have been selected by the City of St. Louis to provide emergency residential stabilization (boarding damaged windows and doors, tarping roofs, and limited debris clearance to access work areas and clear property ingress and egress) in response to the May 16, 2025 Tornado. Each general contractor will manage multiple subcontractors. The general contractors will follow a unit-based payment structure, and each work unit will be reviewed and approved by the Program Manager, and submitted by the Program Manager to the City of St. Louis for payment. The intent of this RFP is to award a contract to Respondents who present a detailed proposal conforming to this RFP that is advantageous to the City regarding cost and other factors considered. The City reserves the right to award the contract(s) resulting from this RFP to one or more respondents, as appropriate, to meet the needs of the City. Hereinafter, organizations interested in submitting a proposal in response to this RFP shall be referred to as "Respondents." Issuing an RFP does not obligate the City of St. Louis to award a contract to any Respondent, nor is the City of St. Louis liable for any costs incurred by the organizations in the preparation of proposals. Nothing in this RFP nor in any proposal in response to this RFP is intended to be, nor should anything be construed, as an offer of engagement. Nor shall the selection of a Respondent be construed as an offer of engagement unless and until a contract is fully negotiated and fully executed by all parties. The City retains the right to award parts of the contract to several Respondents, not to select any Respondents, and/or to re-solicit proposals. _ Receive intake information from the Department representative. _ Follow-up with each property owner to confirm stabilization needs. _ Manage legal documentation such as requests for access and liability waivers. _ Send address and intake information to GC and copy the Department. _ Review and authorize General Contractors' work order submissions. _ Conduct adequate on-site inspections to verify work quality and completion. _ Review and approve the General Contractors' pay requests. _ Conduct weekly progress meetings with General Contractors. _ Submit weekly progress reports to the City of St. Louis. _ Provide safety oversight to ensure accountability for the safety performance of the general contractors. _ Establish and maintain a local presence, including point-of-contact services for mail, telephone, and email for applications and inquiries. _ Manage materials warehouse _ To ensure quality and accuracy of work, General Contractors and subcontractors will be subject to spot inspections by Program Manager and Department building inspectors. _ To ensure equitable distribution of stabilization work across the disaster area, the Department reserves the right to modify zone assignments. _ General Contractors and Subcontractors reserve the right to refuse to work on a parcel due to safety concerns. Questions concerning this RFP must be submitted in writing to the contact person no later than June 16, 2025, at 5:00 p.m. CDT QA: The City has designated 3 zones within the impact area. While the RFP for this contract states that there will be 3 GCs. the RFP for GQs does not have a limit, so the actual number of GCs may be lower or higher depending on capacity No goals have been set due to restrictions on M/WSE goals for federally funded projects We are earmarking 4.SG0 units across ail three zones. This number is subject io change. A permanent physical office is not required, but staff presence is. The program manager vvT provide oversight arid maintain inventory to request supplies as needed; the city will manage material procurement. The City will provide an online project management tool, however we are open to PM utilizing its own platform.
