Site work and paving for a mixed-use development in East Lansing, Michigan. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

0.81 mi of hot mix asphalt, cold milling and resurfacing, concrete sidewalk upgrades, pavement repairs, signing and pavement markings on Haslett Road from I-69 to Park Lake Road in the city of East Lansing, Ingham County. This is a Local Agency project. Net classification required for this project is 1829 Cb In addition to the above minimum prequalification requirement for prime contractors this project includes a subclassification of Ea. If the prime contractor is not prequalified in this subclassification it must use a prequalified subcontractor. Completion Date: 6/5/2026 MIDOT - 2507 036 - Hot Mix Asphalt, Cold Milling and Resurfacing, Concrete Sidewalk Upgrades, Pavement Repairs, Signing and Pavement Markings on Haslett Road The construction, installation, treating and reconditioning of pipelines transporting gas vapors within cities, towns, subdivisions, suburban areas, or within private property boundaries, up to and including private meter settings of private industrial, governmental or other premises, more commonly referred to as ""distribution work,"" starting from the first metering station, connection, similar or related facility, of the main or cross country pipeline and including duct installation. Tunnel, shaft and caisson work of every type and description and all operations incidental thereto, including, but not limited to, shafts and tunnels for sewers, water, subways, transportation, diversion, sewerage, caverns, shelters, aquafers, reservoirs, missile silos and steel sheeting for underground construction. Open cut construction work shall be construed to mean work which requires the excavation of earth including industrial, commercial and residential building site excavation and preparation, land balancing, demolition and removal of concrete and underground appurtenances, grading, paving, sewers, utilities and improvements; retention, oxidation, flocculation and irrigation facilities, and also including but not limited to underground piping, conduits, steel sheeting for underground construction, and all work incidental thereto, and general excavation. For all areas except the Upper Peninsula, open cut construction work shall also be construed to mean waterfront work, piers, docks, seawalls, breakwalls, marinas and all incidental work. Open cut construction work shall not include any structural modifications, alterations, additions and repairs to buildings, or highway work, including roads, streets, bridge construction and parking lots or steel erection work and excavation for the building itself and back filling inside of and within 5 ft. of the building and foundations, footings and piers for the building. Open cut construction work shall not include any work covered under Tunnel, Shaft and Caisson work. Excavation, site preparation, land balancing, grading, sewers, utilities and improvements; also including but not limited to, tunnels, underground piping, retention, oxidation, flocculation facilities, conduits, general excavation and steel sheeting for underground construction. Underground construction work shall not include any structural modifications, alterations, additions and repairs to buildings or highway work, including roads, streets, bridge construction and parking lots or steel erection. This work consists of the furnishing, installation, operation, maintenance, relocation, and removal of the traffic control devices described in Section 812 of the Standard Specifications for Construction, except as modified herein and as shown on the plans. The placement and location of all Traffic Control Devices must be approved by the Engineer. All work shall be conducted during daytime hours only and in accordance with the City of East Lansing ordinances unless otherwise specified. This work consists of all tree removals and clearing of vegetation 3 inches or greater in diameter required for the project in accordance sections 201 and 202 of the Standard Specifications for Construction. This work consists of abandoning existing underground utilities (sewers, water mains, underdrains, sewer structures, regulators, etc.) as shown on the plans or as directed by the Engineer. Underground utilities shall be abandoned by filling with flowable fill or removing. Any existing abandoned structures found during construction shall be removed at no additional cost to the Owner. This work consists of removing and disposing of existing pavement to limits shown on the plans or as directed by the Engineer, regardless of the existing material type, number of layers, or thickness of individual layers. This work consists of furnishing and placing flowable fill concrete to fill utility trenches and abandon pipes 6-inch diameter or greater, and miscellaneous structures. This special provision is not intended to address flowable fill used as lightweight backfill or as engineered fill under foundations. This work consists of furnishing and installing erosion control, inlet protection, fabric drops in existing and proposed catch basins and inlets as shown on the plans, described herein, or as ordered by the Engineer. All soil erosion and sedimentation control products shall comply with section 208 of the Standard Specifications for Construction and the MDOT Standard Plan R-96 Seres, except as modified herein. This work consists of a polyvinyl chloride (PVC) pipe of the type, class, size, and dimensions required on the plans or by the Engineer and includes excavation, bedding, and backfill. Excavation includes removal of all materials, including aggregate base, subbase, trench backfill, and native materials not included in other items of work. Backfilling shall include furnishing, placing, and compacting all materials beneath the aggregate base and HMA surface. Complete this work in accordance with section 402 of the Standard Specifications for Construction and MDOT Standard Plan R-83 Series, except as modified herein. This work consists of constructing concrete sidewalk on a prepared base as shown on the plans or as directed by the Engineer. This includes removal of existing underlying material in preparation of 21AA installation, supply and installation of the 21AA aggregate base material, the street light conduit, the concrete sidewalk at the specified thickness, the expansion material, the speed dowels, the epoxy dowels, the wire mesh (where required), the curing compound and the backfill along the edge of the new sidewalk. The work also includes the supply and placement of the logo stamp. This work consists of grading and establishing a durable, permanent, weedfree, mature, permanent turf in all disturbed areas. It includes the placement of suitable fill or material approved by the Engineer, placing topsoil, seeding, fertilizing, mulching and watering as shown on the plans and in accordance with section 816 of the Standard Specifications for Construction except as modified herein. This work includes furnishing and delivering the cabinet to the maintaining agency for cabinet setup. This work includes transporting the cabinet from the maintaining agency to the job site for installation. This work includes installation of the cabinet, and accessories required to provide the traffic signal controloperations as shown on the plans, in accordance with the MMUTCD and this special provision. As applicable this work includes mounting brackets and hardware, conduit risers, wiring, connectors, grounding, terminating signal wiring, and all appurtenant materials required to ensure a complete installation. This work consists of the required use of a prevailing wage and labor compliance (PWLC) system for all prevailing wage documentation as directed by the Engineer. Input all required certified payroll documentation into the PWLC system (LCPtracker) and update this documentation throughout the execution of the contract. Certified payroll information is to be submitted in the PWLC system per the time requirements in the 20SP-107D - Labor Compliance. Contractors are advised that the project area has a known population of the Eastern Massasauga Rattlesnake or is within its known range. This species is listed as federally threatened under the U. S. Endangered Species Act of 1973 (Act). Taking (killing, harming, or disturbing in any manner) of Eastern Massasauga Rattlesnake without a federal permit from the U.S. Fish and Wildlife Service is prohibited under federal law. The Act provides enforcement authority to the U.S. Fish and Wildlife Service and contains severe penalties for violations. The Contractor is liable to the Department for any penalties imposed for violations to the Act due to the Contractor's failure to comply with this special provision. Fines and penalties range up to $50,000 and 1 year in prison. Violation of any requirement listed below can lead to an immediate work stoppage in Eastern Massasauga Rattlesnake habitat. FHWA is required under federal law to assure MDOT is compliant with these provisions or risk losing federal funding for the project. This special provision addresses education, notification and intentional take requirements of the Contractor and their workers to protect the Eastern Massasauga Rattlesnake as required under the Act.
