AMTRAK is initiating the procurement to select a General Contractor for the procurement, construction, testing, and commissioning of a complete substation Control House and additional equipment at Amtrak's 138kV12kV, 25 Hz single-phase substation in Monmouth, NJ. Interested firms should email the Contracting Official listed in this advertisement stating their desire to participate in the Request for Proposal (RFP), expected to start in July/August 2025. 4. LOI Statement of Interest Submission Requirements: Key Personnel: In its LOI, each firm shall be required to identify its key personnel. Key personnel shall include the following individuals: (i) Project Manager, (ii) Quality Manager, (iii) Safety Manager (individually and collectively, "Key Personnel"). Resumes for each Key Personnel proposed by the General Contractor and subconsultants shall not exceed two (2) pages and shall clearly indicate the individual's previous experience, education, licensing, certifications, specialized experience, and demonstrated technical competence necessary to successfully complete their role. The Contract Team must have at least one key personnel member with at least 10 years of experience in the procurement, construction, testing, and commissioning of a control house substation and related components and operations in an Amtrak substation, or equivalent. Demonstration of the firm's successful experience in the procurement, construction, testing, and commissioning of a complete substation and related components and operations in an Amtrak substation yard, or equivalent projects over the past 10 years.
