Sealed bids will be received for Bid No. 25-11 Utility Improvements to Wetherhill Area - Phase 1. Bids must be submitted in a sealed envelope addressed to the owner, bearing the name and address of the bidder, and clearly marked with the contract title and/or bid number. It is the bidder's responsibility to ensure that bids are presented at the designated time and place. Bids may be hand delivered or mailed. Late bids will be returned unopened. Bids may be withdrawn upon written application by the bidder before the bid opening. Bids may be held by the Township for sixty days for review and investigation of qualifications before awarding a contract. Bid documents can be examined at the Office of the Project Engineer or obtained electronically by request. Each proposal must be accompanied by a Surety's Consent and a Certified Check, Cashier's Check, or Bid Bond for not less than 10% of the bid amount (not to exceed $20,000). The successful bidder must furnish, within ten days of the award, a Surety's Corporation Performance Bond equal to 100% of the contract price. Bids must be made on the Standard Proposal Form, with all prices, amounts, and signatures written in ink or machine printed. Bids containing changes, alterations, whiteouts, or strikeouts must be initialed in ink. The work is subject to the New Jersey Prevailing Wage Act. All bidders must name subcontractors at the time the bid is made and provide Certificates of Registration and valid Public Works Contractor Registration for themselves and all subcontractors. Bids without these documents will not be considered. Bidders must comply with New Jersey P.L. 1975, C. 127. Bids may be rejected, informalities waived, or the bid serving the Township's best interest accepted. Contractors are required to review the documents with their attorney for legal adequacy and clarifications before bid submission. Question Deadline 11/04/2025 Every request for such interpretations should be in writing addressed to the Engineer. Any and all such interpretations and any supplemental instructions will be in the form of written addenda to the specifications which, if issued, will be transmitted via fax or email, not later than seven (7) working days prior to the date fixed for the opening of bids.
