Installation of a new system to convert an existing water well for potable water service at the UTRWD Lake Ralph Hall dam and Raw Water Pump Station site. The system will include ground storage tank, chemical dosing system, and associated potable water piping and appurtenances. The existing water well and well pump will not be modified. New electrical improvements including electrical service, lighting, power and controls for the water well system. New SCADA, instrumentation and controls to integrate the water well with the overall Lake Ralph Hall Raw Water Pump Station facilities. New Septic System. Question Deadline 07/18/2025 All questions about the meaning or intent of the Contract Documents shall be posted to online at least 72 hours prior to the scheduled proposal opening. You agree to furnish, install and deliver all equipment, material, labor, supervision and insurance for the construction of Work Package #12A - Lake Ralph Hall Water Well at the above mentioned jobsite per plans and specifications dated June 2025 for the Upper Trinity Regional Water District, Lake Ralph Hall Water Well including Addenda noted in Article 1.4 above. After expiration of the time and date above first written, said sealed proposals will be opened to identify Proposer firms only and read according to State law in the Jobsite Conference Room. It is the sole responsibility of the Proposer to ensure that his proposal is in the hands of the designated person before the time and date above first written. Proposals may be modified or withdrawn at any time prior to the time for opening Proposals. It shall be each Proposer's sole responsibility to inspect the site of the work regarding the local conditions under which the work is to be done. It shall be understood and agreed that all such factors have been thoroughly investigated and considered in the preparation of the proposal submitted. This contract is contingent upon release of funds from the Texas Water Development Board. A bid security is not required for this project. Payment and performance bonds will be required by the selected contractor and the requirements are located in Specification 00 21 13 Appendix A Sample Contract. As time is of the essence, any delay to the completion date of the project that is deemed the responsibility of the PROPOSER, the following liquidated damages shall be assessed against the PROPOSER: $1000 per day beyond Substantial Completion $1000. The substantial completion date for the project shall be July 31, 2026, and Final completion shall be August 31, 2026. The PROPOSER shall include costs in their Proposal as required to meet the Project Final Completion Date. The PROPOSER should review Exhibit E in the attached Subcontract Agreement as it relates to schedule. The PROPOSER will be bound to the dates provided in Section 2.6 in the proposal and these dates shall be included in the Subcontract Agreement. The Construction Manager reserves the right to reject any and all proposals, to waive any informalities and technicalities and to accept the proposal most advantageous to the Owner. No proposal may be withdrawn until the expiration of ninety (90) days from the date proposals are opened. Non resident bidders shall comply with specification 00 45 01 Vendor Compliance with Reciprocity on Non-Resident Bidders (TWDB 0459). The OWNER, CMAR and ENGINEER reserve the right to reject all Proposals, or any Proposal not in conformance with the intent of the Contract Documents, and to waive any informalities and irregularities in said Proposals.
