Site work and new construction of a pre-engineered storage facility in Longview, Washington. Completed plans call for the construction of a pre-engineered storage facility; and for site work for a pre-engineered storage facility.
**As of September 15th, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** The project consists of procurement and construction of a 60' x 100' prefabricated steel building. The building shall include four (4) 16' x 14' and four (4) 12' x 14' garage doors, one (1) framed opening with personnel walk door, and a 16' x 60' front-end wall porch. See attached for additional specifications and information. Bids shall include permitting, purchasing the building kit, site preparation, excavation, foundation, erection of the structure, utility installation, and project cleanup. A bid guarantee in the amount of 5% of the base bid amount is required. Failure of the bidder to provide bid guarantee when required shall render the bid non-responsive. Acceptable forms of bid guarantee are a bid bond or postal money order, or certified check or cashier's check made payable to Cowlitz County. The Owner will return bid guarantees (other than bid bond) to unsuccessful bidders as soon as practicable, but not sooner than the execution of a contract with the successful bidder. The successful bidder's bid guarantee will be returned to the successful bidder with its official notice to proceed with the work of the contract. ESTIMATED PROJECT AMOUNT: $450,000.00 1. Overall building dimensions shall be 60' wide x 100' long. Building shall have: a) Gabled Roof, 4:12 roof pitch on both sides b) Open web tapered columns c) Eave height of 16' 2. Building will have a front-end wall porch that measures 60' wide x 16' high with a depth of 14' and a roof pitch of 4:12. A parking pad will be added under the porch using compacted 3/4 " minus gravel. 3. Building will have a total of eight (8) steel overhead doors. Four (4) doors, each measuring 16 feet wide by 14 feet high, will be installed - two on each long side of the building - aligned directly across from one another to provide drive-through access. Four (4) additional doors, each measuring 12 feet wide by 14 feet high, will be installed on one end wall to allow separate access for vehicles or equipment. Overhead doors will have manual pull-chain operation. If not supplied with the building kit, overhead doors shall be sourced and procured by the Contractor. 4. Building will have one (1) 3'-0" wide x 6'-8" high hollow metal manual swing door. If not supplied with the building kit, manual swing door, frame and hardware shall be sourced and procured by the Contractor. 5. Building shall be equipped with approximately four (4) high bay LED interior lights, four (4) LED exterior floodlights with photocell controls, and four (4) interior GFCI outlets. 6. Building will be clad, both walls and roof, in painted 26-gauge galvanized sheet steel with vinyl backed insulation. 7. Building structural design, cladding and penetrations shall be rated for wind speeds up to 100 MPH. 8. Building shall satisfy all applicable building codes including Washington Building Code, Washington Fire Prevention Code, Washington statutes and local ordinances. B. The project site is located on the Cowlitz County Event Center grounds at 1900 7th Avenue in Longview, Washington. The building will be situated in the northwest section of the property, at the corner of Washington Street and 3 rd Avenue. A. Building Kit Procurement 1. Supply and delivery of a pre-engineered steel building kit meeting specified dimensions and load requirements. 2. Include four (4) 16' x 14' and four (4) 12' x 14' framed openings for overhead garage doors. 3. Include (1) framed opening for personnel walk door. 4. Include all structural framing, wall and roof panels, vinyl backed roof and wall insulation, fasteners, trim, and accessories. 5. Include a 16' x 60' porch structure integrated into the front-end wall, with supporting columns and roof extension. B. Site Preparation 1. Clear site of vegetation, debris, and existing obstructions that include but are not limited to electrical pole, two lumberjack speed poles, an obsolete loading dock, parking stops, tree stumps and asphalt remnants. Contractor will be responsible for any subgrade obstructions that need to be removed or relocated. 2. Soil remediation (if required) 3. Grade the area to ensure proper drainage and foundation placement. 4. Stake building footprint and align to approved layout. C. Excavation & Groundwork 1. Excavate trenches for foundation footings and utility lines. 2. Backfill and compact soils as needed to prepare for slab or pier foundation. 3. Soil compaction to meet geotechnical recommendations or minimum required bearing capacity. D. Foundation Installation 1. Pour reinforced concrete foundation (slab-on-grade or pier & beam, as specified per engineering plans). 2. Include anchor bolts, rebar, and footings per engineering plans. 3. Finish slab to specified smoothness and strength (typically 4,000 PSI concrete). 4. Allow for proper curing time before building erection. E. Building Erection 1. Unload and inventory materials upon delivery. 2. Erect primary and secondary framing as per manufacturer's instructions. 3. Install wall and roof panels with all necessary trim and closures. 4. Ensure building is square, plumb, and anchored properly. 5. Install structural and cosmetic components of the 16' x 60' front porch, to include compacted 3/4 " minus gravel for a durable, level parking pad, ensuring proper grading and drainage. F. Door Installation 1. Install four (4) 16' x 14' and four (4) 12' x 14' commercial-grade garage doors with manual pull-chain operation, insulated and rated for exterior use. Doors shall be equipped with appropriate counterbalance systems (torsion springs or equivalent), pull handles, lift assist mechanisms, and interior locks or latches. Include all door hardware, tracks, weather sealing, and door stops or guides as needed to secure open positions. 2. Install one (1) standard steel personnel door, with hardware, threshold, weather stripping, and lockset. 3. Test and calibrate doors for smooth operation. G. Electrical Installation 1. Install main electrical service to the building (panel, meter base, grounding). 2. Install interior and exterior lighting (LED fixtures, emergency lighting as required). 3. Run circuits for outlets and equipment power as specified. 4. Conform to NEC, local electrical codes, and any applicable energy codes H. Inspection & Code Compliance 1. Coordinate with local inspectors for foundation, framing, and final inspections. 2. Ensure all work complies with local building, electrical, and zoning codes. 3. Submit all required documentation, including as-built drawings, material certifications, and warranties. I. Cleanup & Final Delivery 1. Remove all construction debris and surplus materials from the site. 2. Final site grading around the building to ensure positive drainage. 3. Turn over building in clean, operable, and code-compliant condition.
