Scope of Work:This contract will provide consultant services to support the administration and development of Green Stormwater Infrastructure (GSI) and drainage capital projects, partnership programs, and policymaking for Seattle Public Utilities (SPU) and King County Wastewater Treatment Division (KC WTD). License and Business Tax Requirements The Consultant must meet all applicable licensing requirements immediately after contract award or the City may reject the Consultant. Companies must license, report and pay revenue taxes for the Washington State business License (UBI#) and Seattle Business License, if required by law. Carefully consider those costs before submitting an offer, as the City will not separately pay or reimburse such costs. Response Submission Deadline:July 31, 2025, 1:00pm. The City reserves the right in its sole discretion to reject any Consultant response that fails to comply with the instructions. The method of Contractor Selection has not been Determined at this time Seattle Public Utilities (SPU), in partnership with King County Wastewater Treatment Division, is soliciting proposals from Consultant Teams to provide consultant services to support the administration and development of Green Stormwater Infrastructure (GSI) and drainage capital projects, partnership programs, and policymaking. SPU will select one Consultant Team for a two (2) year On-Call contract term with the option to extend an additional three (3) years - five (5) years maximum. GSI is SPU and King County's preferred stormwater management approach because it reduces polluted runoff and flooding while delivering multiple benefits to the community. This contract requires strong project management and will provide programmatic support in areas like regulatory and policy compliance, engineering and design (green and green/grey), data analysis, workforce development, training, and community engagement. The term "green stormwater infrastructure" encompasses infrastructure that preserves, enhances, or mimics natural infiltration, evapotranspiration, or capture of stormwater as a method of achieving our stormwater goals. GSI is used across multiple scales and site contexts--including residential, commercial, and in the public right-of-way-and delivers multiple community benefits in addition to stormwater management. SPU values GSI as a cost-effective way to improve our drainage and wastewater systems. The GSI toolbox includes, but is not limited to, bioretention, rain gardens, permeable pavement, vegetated roofs, rainwater harvesting, multifunctional stormwater ponds, nature-based sea level rise protection strategies and creek floodplains. The City reserves the right in its sole discretion to reject any Consultant response that fails to comply with the instructions. SPU intends to execute one (1) On-Call contract for an initial two (2) year term with an estimated value of $2,600,000, with the option to extend an additional three (3) year term with an estimated value of $3,900,000. The estimated total value of this On-Call is $6.5Million for a maximum of five (5) years. Work Assignments will be issued with varying scopes, dates for milestones and deliverables. Under no circumstances shall this contract or subsequent work assignments go beyond five (5) years (SMC 20.50.040 Proposers may submit their questions through online). Proposers may also email questions to the Procurement Contact until the deadline stated in the Timeline. Failure to request clarification of any 8 inadequacy, omission, or conflict will not relieve the Consultant of responsibilities under any subsequent contract. It is the responsibility of the interested Consultant to assure they receive responses to questions if any are issued.
