Site work and paving for a mixed-use development in Social Circle, Georgia. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and road / highway.

The Project includes the following Work: The proposed project would provide ADA compliant sidewalks to enhance mobility for pedestrian travel and provide connectivity and continuity from residential areas located on the east side of downtown to businesses, government buildings, and churches in the area. The project will start at East Hightower Trail and Spring Street and will terminate at the intersection of East Hightower Trail and Vine Circle. The project will connect to existing sidewalk located on the west side of East Hightower Trail. Currently, there are no sidewalks on East Hightower Trail, which is a heavily traveled road that drivers use as a cut through to access downtown. The proposed project goal is to improve intermodal transportation to the City of Social Circle and the downtown area. Bid security shall be submitted with each bid in the amount of 5 percent of the total bid amount. No bid may be withdrawn for a period of 90 calendar days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. Bidders submitting a bid $2,000,000 or less must be either a prequalified contractor or a registered subcontractor with Georgia Department of Transportation. Bidders submitting bids in excess of $2,000,000 must be prequalified with Georgia Department of Transportation. There will not be a pre-bid conference. If the Contract is awarded, it will be awarded to the lowest reliable bidder whose proposal shall have met all the prescribed requirements. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time of 360 calendar days. Owner shall make progress payments on account of the Contract Price on the basis of Contractor's Applications for Payment submitted once per month as provided in the General Conditions. The DBE goal for this project is 10%. The Georgia Department of Transportation Standard Specifications Construction of Transportation Systems, 2021 Edition, and applicable special provisions and supplemental specifications apply to the contract.
