Furnish Roadway Materials (Aggregate Base, Asphalt Concrete, Hydro Patch, Thermo and Crack Seal) periodically during Fiscal Year 2025/2026. Bids may be submitted for one or more of the component materials, as applicable. The purchase period covered by this bid commences upon receipt of the Notice to Proceed and ends June 30, 2026. BID SUBMITTAL REQUIREMENTS - To ensure proper consideration, bidders must adhere to the following submittal requirements: Mandatory Forms: Bids must be submitted exclusively on the official bid document forms provided by the City. BID AWARD PROVISIONS; REJECTION - The award of bid, if a bid is awarded, will be made to the lowest responsible bidder(s) whose bid complies with all City requirements within thirty (30) days of the bid opening date. INSURANCE REQUIRED - The bidder to whom a Contract is awarded will be required to furnish to the City evidence of insurance coverage(s). The City may award line items individually. The contract conditions allow the City to order any combination of items, of any quantity, at any time during the term of this contract at the price stated on the attached bid submittal form. Failure to provide such evidence will constitute a non-responsive performance with respect to the insurance requirements. Therefore, the City may at its sole discretion declare the bid proposal nonresponsive and withdraw any offer of award. LOCAL VENDOR PURCHASING PREFERENCE POLICY - Pursuant to Chico Municipal Code Section 3.16.070, a 5% local vendor preference shall be granted to each responsible local bidder, if the criteria for receiving such preference are met when the bid results are tabulated and verified. Question Deadline - 07/02/2025 - Questions and Requests for Information regarding the bid must be submitted through the Public Purchase bid site. Questions and Requests for Information that are timely submitted will be answered in one (1) business day through the Public Purchase website. REVAILING WAGE NOT REQUIRED - The City has determined that payment of State Prevailing Wages will not be required on this project. Event Bid Description: Sealed Envelope: Bids must be enclosed in a sealed envelope. The exterior of the envelope must be clearly marked with: "2025-2026 ROADWAY MATERIALS." Delivery Method: Bids must be delivered via UPS, FedEx, courier service, or hand delivered. Please note that mail delivered via the United States Postal Service (USPS) is not received at this location. Electronic Submissions: Emailed or faxed bids will not be accepted. Receipt Deadline: Postmarks will not be honored. Bids must be physically received at 965 Fir Street. The City reserves the right in its sole discretion to reject any bid which fails to meet bid requirements in any respect, to reject all bids for any reasons whatsoever, and to waive minor irregularities in any bid. The City's bid protest procedure is available upon request.
