Renovation of a water / sewer project in Chico, California. Completed plans call for the renovation of a water / sewer project.

The work, in general, to be done under this contract consists of the rehabilitation of three primary clarifiers at the City of Chico Water Pollution Control Plant. Work includes, but is not limited to, selective demolition of clarifier components; structural concrete repair; surface preparation and application of epoxy coatings; installation of new mechanical equipment including sludge collectors, scum skimmers, drives, and sludge gates; electrical and instrumentation improvements; and associated site work and temporary bypass operations. Only one clarifier may be taken offline at a time; construction will occur in phases. LICENSING REQUIREMENTS At the time the City awards the contract for this project, the Contractor shall possess either a Class A Contractor License or a combination of classes required by the categories and types of work included in this contract. This contract is subject to state contract non discrimination and compliance requirements pursuant to Government Code, Section 12990. PRE-BID MEETING NOTES:As such, appropriate personal protective equipment (PPE) — including hard hat, high-visibility vest, and safety toe footwear — will be required for site access. QUESTIONS All questions and requests for information regarding the project must be submitted through Public Purchase on the project link. Responses to questions will be distributed to plan holders via Public Purchase. Questions and Requests for Information must be submitted five (5) business days prior to bid opening. Responses will not be given to questions or requests for information received after the deadline. Each bid must be accompanied by cash, cashier's check, certified check, or a bidder's bond executed by an admitted surety insurer made payable to the City of Chico for an amount equal to at least ten percent (10%) of the total bid amount. This guaranty shall be forfeited should the bidder to whom the contract is awarded fail to enter into the contract. Responses will not be given to questions or requests for information received after the deadline. A. The Work consists of: 1. Cleaning of each drained clarifier structure. 2. Rehabilitation of 3 Primary Clarifiers at Chico Water Pollution Control Plant (WPCP). Including: a. Demolition of existing structural and mechanical/piping equipment. b. Construction of shotcrete form walls in two existing structures. c. Application of epoxy coating to surface of existing concrete structure. d. Installation of new chain and flight sludge collectors, small diameter piping and valves, and slide gates. 3. Installation of new flow measurement instruments, including new conduits and wiring, in select locations. 4. Commissioning of the Work (a) Work to be Done. The work to be done consists of furnishing all labor, methods and processes, implements, tools, machinery, and materials, except as otherwise specified, which are necessary and required to construct and put in complete order for use the portion of the street, road, public right of way, or public property designated in the contract, and to leave the grounds or property in a neat condition. (b) Alterations. The City of Chico reserves the right to increase or decrease the quantity of any item or portion of the work or to omit portions of the work as may be deemed necessary or expedient by the Engineer, also to make such alterations or deviations, increases or decreases, additions or omissions, in the plans and specifications, as may be determined during the progress of the work to be necessary and advisable. (d) Contract Bonds. The Contractor shall furnish two good and sufficient bonds of a corporate surety authorized to do business in the State of California and having a financial rating in Best's Insurance Guide of at least "B," or in the alternative, an unlicensed surety having an "A" rating. Each of the said bonds shall be executed in a sum equal to the contract price. One of the said bonds shall guarantee the faithful performance of the said contract by the Contractor; and the other of the said bonds shall be furnished as required by the terms of an act entitled: (c) Return of Bidder's Guaranties. Within ten (10) days after the award of the contract, the City of Chico will return the proposal guaranties accompanying such of the proposals which are not to be considered in making the award. All other proposal guaranties will be held until the contract has been finally executed, after which they will be returned to the respective bidders whose proposals they accompany. (c) Extra Work. New and unforeseen work will be classed as extra work when such work cannot be covered by any of the various items or combinations of items for which there is a bid price. Failure to execute a contract and file acceptable bonds, as provided herein within ten (10) days, not including Sundays, after the bidder has received notice that the contract has been awarded, shall be just cause for the annulment of the award and the forfeiture of the proposal guaranty. "An act to secure the payment of the claims of persons employed by contractors upon public works, and the claims of persons who furnish materials, supplies, teams, implements, or machinery used or consumed by such contractors in the performance of such works, and prescribing the duties of certain public officers with respect thereto, approved May 10, 1919, as amended. The Contractor shall do no extra work except upon written order from the Engineer. For such extra work, the Contractor shall receive payment as previously agreed upon in writing, or he shall be paid on force account. (d) Removal of Obstructions. The Contractor shall remove and dispose of all structures, debris, or other obstructions of any character to the construction of the street or road, if and as required by the Engineer. The Contractor shall remove and dispose of all trees designated by the Engineer as obstructions to the proper completion of the work. In the event of any discrepancy between any drawing and the figures written thereon, the figures shall be taken as correct. The Engineer's decision shall be final and he shall have executive authority to enforce and make effective such decisions and orders as the Contractor fails to carry out promptly. (b) Plans. All authorized alterations affecting the requirements and information given on the approved plans shall be in writing. No changes shall be made of any plan ordrawing after the same has been approved by the Engineer, except by direction of the Engineer. (e) Final Cleaning Up. Before acceptance and final payment, the Contractor shall clean the street or road, borrow pits, and all ground occupied by him in connection with the work, of all rubbish, excess materials, temporary structures, and equipment; and all parts of the work shall be left in a neat and presentable condition.
