Site work and paving for a transportation facility in Muscatine, Iowa. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.

Description: Construction of new hangar taxilane. Each bidder shall accompany its bid with bid security, as defined in Iowa Code Section 26.8, as security that the successful bidder will enter into a contract for the work bid upon. The bidder'ssecurity shall be in an amount equal to 0.05 percent of the total amount of the bid. The bid shall contain no condition except as provided in the specifications. If the bidder fails to execute the contract and to furnish an acceptable performance and payment bond or provide a Certificate of Insurance within ten (10) days after acceptance of the bid by the City of Muscatine, the bid security may be forfeited or cashed by the City of Muscatine as liquidated damages. Work on the improvement shall commence upon approval of the contract by the City Council and as stated in the Notice to Proceed. All work under the Contract must be substantially complete no later than November 28, 2025. Substantial completion shall be defined as completed taxilane ready for use, excluding completion or installation of contract items related to the Taxiway Retroreflectors and Seeding, Fertilizing and Mulching. Taxiway Retroreflectors and Seeding, Fertilizing and Mulching must still be completed within the calendar year of 2025. However, Seeding, Fertilizing and Mulching regardless of if it was completed outside the normally available seeding window will not be accepted until seeded areas are in a live, healthy, growing, and well-established condition without eroded areas, bare spots, weeds, undesirable grasses, disease, or insects. Liquidated damages as set forth in Section 00500 - Contract. It is anticipated that the Notice to Proceed would be issued on or after September 2, 2025, subject to receipt and execution of a grant from the Iowa DOT to the City of Muscatine prior to the start of construction. The City of Muscatine reserves the right to reject any and all bids, to waive informalities or technicalities in any bid, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City of Muscatine.
