Demolition, site work, paving and new construction of a bridge / tunnel in Asotin, Washington. Conceptual plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

Asotin County solicits interest from consulting firms with expertise in Civil and Structural Engineering Design in the State of Washington. This Negotiated Hourly Rate agreement will be for approximately 365 calendar days in duration (July 2026 completion) with the option for Asotin County to extend it for additional time and money for right-of-way and/or construction management services during those project phases. Consultants will initially be considered to provide preliminary engineering services up to and including final design of the Ten Mile Creek No.2 Replacement carrying County Road 2850. Asotin County reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description: The work to be performed by the CONSULTANT consists of preparing preliminary engineering (PE) design for replacement of the existing Ten Mile Creek Bridge No. 2 located near the Snake River in Eastern Asotin County. Asotin County may include future supplemental tasks in the consultant agreement for right-of-way and construction management services once PE is complete. The proposed replacement structure will allow for truck traffic to cross and mitigate future scour issues by: increasing the span length, moving the abutments further from the waterway; and providing scour protection to the abutments through planting of vegetation and installing rip rap.. Evaluation Criteria: 1.&tab;&tempmargin;Project Team: Qualifications of Proposed Project Manager and Key Personnel 2.&tab;Qualifications/Expertise of Firm 3.&tab;Project Approach 4.&tab;&tempmargin;Experience/Familiarity with WSDOT/ Federal Highway Administration (FHWA) standards, environmental, permitting processes and associated regulatory requirements in the State of Washington. 5.&tab;Ability to Meet Project Schedule 6.&tab;Overall Proposal Quality 7.&tab;Past Performance/References 8.&tab;DBE Participation Plan 9.&tab;&tempmargin;Experience with Construction Management on similar projects in the State of Washington.
