Site work for a water / sewer project in Wilmington, Massachusetts. Completed plans call for site work for a water / sewer project.
The work includes the rehabilitation of an 8" cast iron water main installed in the 1930s along Forest Street. The rehabilitation will consist of cleaning and cement mortar lining of approximately 4200 linear feet of 8" water main, other elements associated with this project include removal and replacement of hydrants, gate valves, side street laterals, reinstatement and installation of water service lines and providing temporary bypass water services to all affected properties. The limits of the project are from the intersection of Forest Street and Aldrich Road to the intersection of Forest Street and Burlington Avenue, along Forest Street. The base bid will be the main body of work and there is a bid alternate for service line replacement and investigation. If funding is available, and bids are financially favorable, the alternate bid shall be selected. The items under the bid alternate will include vacuum excavation, test pitting, and all incidentals related to service line replacement and the associated surface restoration. Refer to Section 01010 for further details. The project shall be substantially completed within 278 consecutive calendar days from the date specified in Section 00650 Notice to Proceed. Each bid shall be accompanied by a bid security in the amount of five percent of the value of the bid in the form described in the Instructions to Bidders, Section 00100. A performance bond and payment bond each in the amount of 100 percent of the contract price will be required in the form described in the Instructions to Bidders. Every bid bond, every performance bond,and every payment bond issued for any construction work in the Commonwealth shall be the bond of a surety company organized pursuant to Section 105 of Chapter 175 or a surety company authorized to do business in the Commonwealth under the provisions of Section 106 of said Chapter 175 and be approved by the U.S. Department of Treasury and acceptable as sureties and reinsurers on federal bonds under title 31 of the United States Code, Sections 9304 to 9308. No bidder may withdraw his bid within 60 days (Saturdays, Sundays and legal holidays excluded) after the actual date of the opening thereof. The bidding and award of the Contract shall be in full compliance with Section 39M inclusive of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised. The Owner reserves the right to waive any informality or to reject any and all bids. A bid which includes, for any item, a unit cost that is abnormally low or high may be rejected as unbalanced. The right is also reserved to accept any bid deemed to be best for the interest of the Town of Wilmington, MA, Department of Public Works. The Town of Wilmington does not discriminate on the basis of race, color, religion (creed), gender, gender expression, age, national origin (ancestry), disability, marital status, sexual orientation, or military status, in any of its activities or operations. A. Furnish all labor, materials, equipment, and incidentals to clean and line or remove and replace the existing water main, along with the associated appurtenances to complete scoped items, and ready for operation as indicated on the Drawings and specified herein. B. A general description of the Work to be performed under this Contract shall include, but will not be limited to the following construction operations: 1. Furnish and install project signs, traffic cones, road closure barriers and other miscellaneous traffic control devices as required. 2. Prepare notifications in cooperation with the Town of Wilmington Water and Sewer Division. 3. Prepare a Health and Safety Plan. 4. Furnish, install, and maintain all required sedimentation barriers and other items required to comply with the requirements specified hereinafter by the engineer. 5. Furnish, install, and maintain tree protection. 6. Furnish and install by-pass piping. Coordinate with local water department and fire department for use of by-pass system with hydrants and installation of approved pressure reducing valves. All Town owned valves are to be operated by the Town of Wilmingtonis Water and Sewer Division personnel. Contractor shall provide temporary bypass to side street properties along Forest Street up to the nearest hydrant, as the side street properties along Forest street are fed from the 8i water main. 7. Grading, excavating, filling, backfilling, and compacting for pipe laying and for resurfacing. 8. Clean pipes along as shown in the Contract Drawings along project corridor. 9. Furnish and install cement mortar pipelining. Excavate access pits as necessary to ensure cement mortar lining can be accomplished effectively. Provide temporary support as needed for excavations. 10. Furnish and install all water pipes, fittings, hydrants, valves, services, and connections to existing mains, including necessary appurtenances and service fittings. Replace or remove existing valves and associated appurtenances as shown in the Contract Drawings. 11. Remove and replace side street laterals and connect to 8i water main as indicated in the Contract Drawings. 12. Reconnect existing services to proposed 8-inch water main. 13. Perform vacuum excavation test pits at the main for iron services as indicated in the Contract Drawings (alternative bid item) 14. Perform service line replacements and service line investigations, as dictated in the Contract Drawings (alternative bid item) 15. Demolition of existing structures and pipes as required. 16. Install 8i water main underneath the culvert crossings. 17. Disposal of excess geotechnically unsuitable excavated material. 18. Reuse of geotechnically suitable excavated material on site as backfill and dispose of excess material from excavation not required for fill or backfill as specified, and to the satisfaction of the Owner. 19. Perform testing and disinfection of water main and correct all failures, leaks and/or breaks. 20. Perform required roadway paving operations and repaint pavement markers as necessary. 21. Restore all signs, pavement markings, fences, walls, drives, curb lines, concrete sidewalks, berms, lawns, shrubbery, roadway medians and landscaping disturbed during water main improvement/installation work.
