Project 1 - Central Basin and 9th Street South Box Culvert Improvements and Project 2 - Central Basin Outfall Culverts Improvements. Each bid must contain either evidence of the Bidder s qualifications to do business in the area where the projects are located or covenant to obtain such qualifications prior to award of Contract. To demonstrate his qualifications to perform the Work, each bidder shall submit with his Bid written evidence as to the financial status, previous successful contractual and technical experience in similar work including references, description, and volume of present commitments, evidence of possession of, or covenant to obtain prior to award of Contract, valid state, county, and local licenses covering all operations and all areas of political jurisdiction involved in the Work of this project and such other data as may be requested by the CITY. No bidder/company will be issued a contract for the work, who in the past seven (7) years has filed for bankruptcy personally or has been an owner/officer or principal of a firm, which has filed bankruptcy in the past seven (7) years. The CONTRACTOR must be able to exhibit to the City of Jacksonville Beach that he can perform a minimum of 30% of the total contract work with their own labor work force. No bids shall be withdrawn for a period of one hundred and twenty (120) days after the opening of bids. The Owner reserves the right to reject any or all bids and to waive any informality in any bid and to re-advertise for bids. City of Jacksonville Beach, Florida for five percent (5%) of the amount of the bid; to be forfeited as liquidated damages in the event that the bid is accepted and the bidder fails to enter promptly into a written contract and furnish the required performance bond and insurance certificates. Completion- March 14, 2026 Project 1 - Central Basin and 9th Street South Box Culvert Improvements - Improvements will include but are not limited to bypass pumping; demolition of existing chain-link fence, wooden bulkheads and two-rail timber fence, 15-inch RCP and MES, 60-inch RCP and MES, existing asphalt road, concrete sidewalk, concrete curb and gutter, and the existing 7-foot-x-10-foot box culvert end treatments; stabilization of the existing 7-foot-x-10-foot box culvert; basin de-mucking, excavation, and side slope regrading; disposal of materials; construction of a 7-foot-x-10-foot box culvert and new end treatment, a maintenance access road, concrete pads, and a retaining wall west of 9th Street South; installation of channel riprap, new chain-link fence, two-rail timber fence, and a wooden bulkhead; restoration of an asphalt road, concrete sidewalk, and concrete curb and gutter; maintenance of traffic; and other items needed for a complete and operable system in accordance with the Contract Documents. The Base Bid construction duration includes that the Contractor will have 90 calendar days to install the 7-foot-x-10-foot box culvert at 9th Street South, extending to a point 10 feet past the existing edge of pavement on both sides of the roadway (+/- 50 linear feet) to allow two-way traffic restoration. The 90-calendar-day timeframe will include installing asphalt roadway to allow normal two-way traffic. The Contractor shall be required to submit to the City for review and approval of the dates for this construction. Project 2 - Central Basin Outfall Culverts Improvements - Improvements will include but are not limited to demolition of existing box culvert headwalls, existing asphalt road, concrete sidewalk, and concrete curb and gutter; removal and replacement of the block retaining wall at the golf course; construction of a 7-foot-x-8-foot box culvert at Fairway Lane and the golf course; installation of channel riprap, new chain-link fence, and FDOT guardrail; and restoration of asphalt road, concrete sidewalk, and concrete curb and gutter; maintenance of traffic; and other items needed for a complete and operable system in accordance with the Contract Documents. The Base Bid construction duration includes that the Contractor will have 60 calendar days to install the 7-foot-x-8-foot box culvert at Fairway Lane, extending to a point 10 feet past the existing edge of pavement on both sides of the roadway (+/- 42 linear feet) to allow two-way traffic restoration. The 60-calendar-day timeframe will include installation of asphalt roadway to allow normal two-way traffic.
