The purpose of this project is to replace flooring throughout VA Northern California Healthcare for Sacramento VA Medical Center Buildings: 650, 700, 720, and 727 and McClellan VA Clinic, Buildings: 98 and 209. Place of Performance: Sacramento VA Medical Center, 10535 Hospital Way, Mather, CA 95655. McClellan VA Clinic, 5342 Dudley Boulevard, McClellan Park, CA 95652. A single organized site visit for this RFP is scheduled as follows: -- Date: June 27, 2025 -- Time: 10:00 AM Pacific Time Sacramento VA. 12:00 PM Pacific Time McClellan VA. -- Location 1: Sacramento VA Medical Center 10535 Hospital Way Mather, CA 95655. Building 650. -- Location 2: McClellan VA Clinic 5342 Dudley Boulevard McClellan Park, CA 95652 Building 98. Bid, payment, and performance bonds are all required under the RFP and any result contract. In accordance with established public law, all offerors are required to be registered and current in System for Award Management (SAM), the official website at https://sam.gov/SAM/. This requirement is being procured as a FAR Part 16, 100% SDVOSB set-aside solicitation. Only VISN 21 MACC group 2 ontract holders are invited to participate. Acquisition method is competitively negotiated best value tradeoff selection process in accordance with FAR Part 16. A price proposal is required. Please reference evaluation and submittal criteria. Although not mandatory, all interested parties are strongly encouraged to attend the pre-proposal conference and site visit. The estimated magnitude of this construction project is between $250,000 and $500,000. This information is provided in accordance with FAR 36.204. INSTRUCTIONS FOR SUBMITTING QUESTIONS REGARDING SOLICITATION Requests for Information (RFIs) / Questions regarding this TOPR shall be submitted in writing in Word format via electronic mail to alex.arter@va.gov by no later than Wednesday, July 16, 2025, 8:00 AM Pacific Time. RFIs/Questions shall reference the drawing/detail and/or the specification section including paragraph number. Verbal queries will not be entertained. Responses to the properly submitted questions will be provided in the form of an Amendment. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. A. The contractor shall replace flooring throughout two VANCHCS sites. Approximately 10,000 SF of carpet or luxury vinyl tile throughout both Mather and McClellan buildings. B. The contractor shall remove and install new accessories associated with the flooring. Carpet and vinyl tile to include, but not limited to, subfloors, carpet tack strips, carpet padding, and vinyl glue. C. The contractor shall meet with the Contractors Officers Representative (COR) to discuss and outline phasing requirements for the project. D. VANCHCS is an active hospital and therefore will require consideration to those areas with patients and staff. E. The Contractor shall be responsible for the administration and management of all aspects of this SOW. This includes responsibility for all Contractor employees, Subcontractors, Agents, and anyone acting for or on behalf of the Contractor. F. This project is to take no longer than 90 calendar days from notice to proceed (NTP).
